About The Position

Highly visionary, leadership, professional, managerial and customer focused position responsible for overseeing the personnel and activities of the Operations Division in the Department of Public Works. Responsible for the repair, replacement and general maintenance of the public infrastructure, including roadways, stormwater drainage systems and traffic control devices. The ideal candidate will be an effective change agent driven to inspire and implement change with excellent customer service, leadership and communication skills.

Requirements

  • Knowledge of principles, methods and materials used in all types of road and drainage construction and repairs.
  • Knowledge of state, local and national codes for traffic control devices.
  • Knowledge of repair and maintenance of construction equipment and vehicles.
  • Knowledge of construction practices as it relates to stormwater drainage systems and roadway paving.
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Proficient in using computers for data entry, word processing and accounting purposes.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • Ability to assign and supervise the work of others and to deal with them firmly, tactfully and impartially.
  • Ability to prepare reports.
  • Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies and the public, often in stressful situation.
  • Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership and communication skills.
  • Ability to communicate effectively using verbal, written and visual communication.
  • Graduation from an accredited college or university with a Bachelor's Degree in management, public administration, engineering, environmental sciences, or a related field with a minimum of five (5) years' of experience in operations and maintenance, including three (3) years' experience in management and leadership OR an Associate degree and seven (7) years' of experience and five (5) years' experience in management or leadership OR graduation from a high school or possession of an acceptable equivalency diploma with a minimum of ten (10) years' of experience in operations and maintenance, including eight (8) years' experience in management and leadership.
  • Must possess a valid Florida driver's license.

Responsibilities

  • Oversees the personnel and activities of the Operations Division in the general maintenance of the public infrastructure, including roadways, stormwater drainage systems, and traffic control devices.
  • Provides effective leadership and vision for the Division relating to culture, teamwork, and communication.
  • Develops and implements strategic plans, work standards, operational execution, and performance measures.
  • Performs evaluations, hiring, discipline, and discharge of employees.
  • Develops short and long range plans for repair and preventive maintenance of roadways and stormwater drainage systems.
  • Assists in the preparation of annual operating budgets for the Division and presents the budgets during departmental discussions and reviews.
  • Prepares cost and resource analysis to ensure maintenance programs and activities are linked with operational objectives and desired outcomes.
  • Utilizes the department’s Work and Asset Management System (WAMS) and other computer-based programs to analyze data on work orders, execution, and performance.
  • Maintains a positive, safe, and productive work environment for staff.
  • Performs other related tasks as required.
