About The Position

Performs senior-level and experienced professional work in the planning, designing, managing, organizing, and coordinating the City’s Capital Improvement Program. Work is performed under general direction with latitude for the use of initiative and independent judgement based on professional education and previous experience. Position relies on advanced level experience and exercises independent judgement to determine the best approach by using and interpreting policies and procedures. Position seeks technical guidance only on unusual or complex problems or issues.

Requirements

  • High school diploma or GED
  • Bachelor’s degree in engineering, business, construction management, public administration, or related field
  • Supplemented by five (5) or more years’ of progressively responsible experience in construction management
  • Valid Florida driver’s license
  • Regular in office attendance is required.
  • Candidate is subject to interview(s), medical testing (including drug screening), and a comprehensive background investigation.
  • Knowledge of State of Florida laws and regulations affecting the building industry, including permitting process
  • Ability to work from blueprints
  • Knowledge of standard engineering terms and concepts
  • Knowledge of sound project management principles, with ability to manage multiple projects simultaneously, including capital projects.
  • Advanced knowledge of Microsoft Office products (Word, Excel, PowerPoint, and Outlook) and design and project management software
  • Excellent computer skills, including utilization of enterprise wide financial systems, spreadsheets, and databases.
  • Skill in providing excellent customer service
  • Ability to prepare complex financial reports from a variety of sources.
  • Ability to analyze work methods and procedures, with general understanding of performance measures.
  • Ability to communicate effectively and clearly - both orally and in writing and at all levels of the organization.
  • Ability to exercise considerable independent judgment and discretion in evaluating situations, based on established policies and procedures.
  • Ability to establish and maintain effective working relationships and to communicate with other employees, departments, and outside agencies.
  • Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.

Nice To Haves

  • Certification in Project Management (CPM) and/or Professional Engineer license is preferred.

Responsibilities

  • Manages multiple Capital Improvement Projects at all stages from planning through implementation which includes budgeting, consultant selection, design, permitting, bidding, selection of contractors, coordination with regulatory agencies, construction management, contract administration, inspections, project certification and closeout and warranty administration
  • Manages, directs, and interprets contract provisions, and makes recommendations
  • Directs and participates in studies, projects, and analyses related to technical and administrative aspects of various types of projects
  • Prepares and reviews budgets, monitors expenditures, and analyzes revenues for City’s capital programs
  • Reviews and scores RFQ and RFP submittals. Recommends selection of consultants and monitors their services; coordinates planning, design and permitting with various City departments and other external agencies
  • Obtains work quotes in accordance with the City's purchasing ordinance
  • Reviews plans and specifications
  • Coordinates bid preparation and bid advertisements
  • Develops and reviews specifications; evaluates bids, holds pre-bid and construction meetings; and prepares executive summaries and attachments for agenda items for award of contracts
  • Interacts and communicates with various groups and individuals such as directors, managers, supervisors, contractors, consultants, attorneys, outside agencies, and community groups concerning services and issues directly related to or indirectly affecting Capital Improvement Projects
  • Verifies contractors’ and consultants’ pay applications/requests for consistency and accuracy with work completed and contracted; recommends for approval or changes
  • Monitors construction projects and keeps other departments and/or divisions informed
  • Identifies problems or factors inhibiting progress, collects and analyzes data and makes specific recommendation for resolution
  • Reviews shop drawings, and change orders as to price, need and completion, and recommends approval or rejection
  • Prepares a variety of written documents, including but not limited to regular and special reports, cost analysis and budget impact studies, grant applications, purchase requisitions, permit applications, correspondence, etc.
  • Updates project schedules and maintains project files
  • Investigates and responds to complaints by citizens pertaining to damage, inconvenience or nuisance and participates in community meetings
  • Attends and facilitates advisory committee meetings and coordinates with committee members as assigned
  • Prepares quantity takeoffs and cost estimates as needed
  • Updates department information on City website
  • Prepares monthly report updates
  • Performs assigned tasks before, during, and in the aftermath of windstorms and other natural disasters or emergencies.
  • Attends and represents the department at meetings with other governmental agencies and debriefs the public works director.
  • Assists with p-card reconciliations
  • Prepares and makes presentations as required as well as coordinates presentations for department quarterly meetings
  • Responds to emergencies and takes corrective action where appropriate
  • Coordinates and expedites the review and approval of plans and specifications with other City departments
  • Reviews commercial right of way permits, site development plans, and other application submittments as assigned.
  • Performs other work as assigned and directed by the Public Works Director
