About The Position

The Washington State Department of Transportation (WSDOT) is seeking an Assistant Office Engineer (Transportation Engineer 2) to support the delivery of highway transportation projects. This position is crucial for administering Design-Bid-Build and Design-Build construction contracts to ensure projects meet standard specifications, contract requirements, and approved plans. The role involves supporting construction teams to complete projects on time and within budget, while upholding high standards of quality and safety. Additionally, the Assistant Office Engineer may provide direction, guidance, and training to entry-level engineers and assist with other duties to ensure successful project delivery.

Requirements

  • Demonstrated ability to ensure compliance through accurate interpretation, review, and management of construction documentation aligned with applicable standards, specifications, and contract requirements.
  • Experience supporting contractor payments, including review of progress estimates, field note records, and certified payrolls, and ensuring proper recording of force account work.
  • Demonstrated commitment to precision and quality through thorough verification of field records, daily reports, material certifications, and payment documentation to ensure audit-ready compliance.
  • Demonstrated ability to read and interpret engineering plans, specifications, special provisions, and contract documents to support field and office engineering functions and apply sound engineering judgment to resolve technical and contractual issues.
  • Demonstrated skill in analyzing data, test results, and field conditions to ensure compliance with project requirements and recommend corrective actions when necessary.
  • Demonstrated ability to communicate clearly and professionally, both verbally and in writing, with diverse stakeholders and produce concise, accurate technical documentation.
  • Demonstrated ability to manage competing priorities, independently resolve issues, and adapt to changing project conditions while maintaining productivity and meeting deadlines.

Nice To Haves

  • Knowledge of civil engineering technology principles, construction documentation, engineering calculations, drafting, materials, or transportation engineering practices typically gained through certification as an Engineer-in-Training (EIT), completion of coursework in Civil Engineering Technology, or equivalent experience applying engineering concepts in a professional setting.
  • Demonstrated competency in all aspects of project delivery (typically gained with one year of experience working in/with project delivery): scoping/design/developing procurement documents, construction inspection/compliance, or construction administration.
  • Demonstrated experience administering construction contract changes, including preparing and processing change orders.
  • Working knowledge of material acceptance procedures and documentation requirements.
  • Experience in the design or construction of transportation engineering projects.
  • Demonstrated proficiency using engineering and project management software, including CAPS, CCIS, Unifier, and related applications.

Responsibilities

  • Support construction contract administration activities for multiple transportation projects to ensure compliance with agency policies, contract requirements, and project specifications.
  • Maintain project records, tracking systems, and construction documentation using systems such as Unifier, spreadsheets, shared drives, and related software applications.
  • Review and process contractor submittals, certified payrolls, Requests to Sublet, material documentation, and compliance requirements related to DBE/FSBE participation and apprenticeship programs.
  • Provide training and guidance to inspectors, technicians, office staff, and entry-level employees on construction documentation, reporting requirements, and agency procedures.
  • Prepare, track, and coordinate change orders, cost estimates, justification documentation, funding requests, and related contract correspondence.
  • Review field data, force account records, and contractor pay estimates to ensure accuracy, proper documentation, timely processing, and compliance with contract requirements.
  • Review material documentation and submittmits for conformance with contract requirements and coordinate material acceptance activities with contractors, inspectors, and project staff.
  • Support project delivery activities by performing CADD drafting, developing project schedules using Primavera P6, participating in project meetings, and promoting a culture of safety.
