About The Position

The Washington State Department of Transportation (WSDOT) is seeking an Environmental Compliance Inspector (TE2) for its Northwest Region. This role supports the SR 520 Bridge Replacement and HOV Program, a large-scale, multi-billion-dollar capital construction program. The position is within the SR 520 Corridor Design-Build Office and is responsible for Quality Verification (QV) inspection duties to ensure the Design-Builders' work complies with contract requirements. The inspector will focus on environmental compliance, inspecting project sites, evaluating work for conformance to specifications, preparing daily reports, documenting project activities, and advising on resolutions to problems. This role is crucial for maintaining the integrity and compliance of the SR 520 Program projects.

Requirements

  • Demonstrated knowledge of civil engineering principles and ability to apply entry-level civil engineering practices to transportation-related projects.
  • Strong communication skills including the ability to write tactful, concise technical and administration correspondence and to communicate frequently, both verbally and in writing, in a professional manner for all audiences, including local agencies, resource agencies, and private citizens.
  • Ability to exercise sound engineering judgment and interpret and analyze construction contract plans, specifications, estimates, permits, and other documentation for conformance with policies, regulations, and standards.
  • Strong understanding of construction practices and engineering principles.
  • Fluency in the use of the following computer applications: Word, Excel, PowerPoint, and Outlook.
  • A valid driver's license, with the ability to drive state owned vehicles safely and travel to and from various job sites within the designated region.
  • Actively demonstrates a commitment to learning and growth.
  • Demonstrates a willingness to take action to meet the needs of others.

Nice To Haves

  • Design Build experience, performing a variety of State QV inspections and material testing duties within the Quality Organization.
  • Experience preparing QV audits on work that has been inspected and experience preparing audits on Design-Builder Quality Control and Quality Assurance processes.
  • Familiarity with the following standards: WSDOT, Seattle DOT, Manual on Uniform Traffic Control Devices (MUTCD), and American Association of State Highway and Transportation Officials (AASHTO).

Responsibilities

  • Inspect project sites and evaluate project work to detect design malfunctions and check work for conformance to design specifications and applicable codes.
  • Prepare reports and document project activities and data into Inspector Daily Reports (IDRs).
  • Produce Inspector Daily Reports.
  • Maintain daily logs and supplement inspection records with photographs.
  • Address maintenance issues occurring at project site with supervisor and discuss potential resolutions.
  • Monitor construction schedule, delays, and potential change order issues.
  • Read and review contract documents and specifications to determine dimensions of structure or system and material requirements to identify potential issues.
  • Advise Design-Builder of resolution to problems.
  • Assist the Lead Inspector in reviewing the monthly progress payment invoice.
  • Perform a variety of construction inspection duties within the Quality Organization of the SR 520 Corridor Office, mainly focused on environmental compliance inspection.
  • Verify compliance.
  • Report to the supervisor and follow up on corrective actions.
  • Provide clarification of contract requirements to contractors.
  • Examine contract documents and guidelines to follow the audit plans established by the Project Engineer and Lead Inspector on the Project Team to determine QV inspection needs and appropriate items to be included in the QV Audits.
