About The Position

The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department. This position is responsible for managing & directing a major section within DelDOT and has overall responsibility for the direction, control, & administration of all aspects of the section. This position provides executive-level leadership for transportation engineering programs, projects, and services while ensuring alignment with departmental goals, statewide transportation priorities, and regulatory requirements. Oversees managerial, professional & technical staff and serves as a key member of DOTS leadership in developing strategic initiatives, operational policies & program objectives.

Requirements

Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
Five years experience in developing, implementing, monitoring and managing multi-modal transportation programs and projects.
Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.

Responsibilities

Drafts, develops and modifies engineering designs, plans and specifications.
Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
Tests or evaluates materials, equipment, systems and facilities.
Plans and coordinates engineering projects.
Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
Develops cost estimates for project time and materials.
Provides technical guidance and training to technical staff.
