About The Position

To assist in the coordination of statewide special purpose employment and training programs; to plan, develop, implement and evaluate specific employment service programs; and to do related work as required. This position will be responsible in the planning, development and coordination of the statewide special purpose workforce training programs for Real Jobs RI, Real Skills for Youth and all other programs that fall under the Governor's Workforce Board of RI. This position will serve to assist with oversight and management of partnership and employer portfolios of the statewide special purpose workforce training programs for Real Jobs RI, Real Skills for Youth and all other programs that fall under the purview of the Governor's Workforce Board of RI. The role involves extensive relationship management with networks of partners engaged in the delivery of workforce solutions for the benefit of employers and jobseekers. Responsibilities include providing recommendations to the Executive Director, program coordinators, directors, and other staff regarding program funding and effectiveness. Critical to this role will be assistance with program data collection and grant application intake, processing, and evaluation. The Assistant Coordinator will support the work that ensures conformance to state and federal workforce policies, procedures, rules and regulations. This position serves as a representative of the Governor’s Workforce Board, following the mission and the delivery of quality services to Rhode Island through the variety of programs administered.

Requirements

  • A working knowledge of the Department and Governor's Workforce Board programs.
  • A working knowledge of computer systems and applications.
  • Skill in writing reports, contracts, and procedural manuals.
  • Ability to assess program effectiveness through the analysis of a variety of data.
  • Ability to assess and make recommendations for improvements of methods, procedures and techniques for effective program management.
  • Graduation from a college of recognized standing with a specialization in business, public or personnel management, or a closely related field.
  • Employment in a position which has provided specialized knowledge of employment and training programs, staff training, service program development, and office computer systems.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.

Responsibilities

  • Support in planning, development, coordination and implementation of the statewide special purpose workforce training programs.
  • Provide programmatic guidance and support to external partners and potential partners.
  • Represent the Department and act as a liaison with community, state and federal stakeholders to ensure program coordination and compliance.
  • Review and prepare contract documents including applications, budgets, grant award agreements, contract invoices, etc. in management of grants.
  • Collect data and information to perform processes that ensure appropriate monitoring and evaluation of GWB programming.
  • Prepare informational and instructional manuals and other materials for use in the administration of special purpose workforce programs statewide.
  • Provide technical advice to staff engaged in the administration of special purpose training programs in local offices and/or other locations.
  • Formulate analysis, written reports and presentations on operations and performance.
  • Develop and recommend strategies and alternatives to assist partners to solve workforce challenges.
  • Facilitate conversations with partners regarding performance (i.e. active contract management).
  • Attend events and committee and Board meetings as a representative of the Department.
  • Assist with oversight and management of partnership and employer portfolios.
