About The Position

The NYC Department of Youth and Community Development (DYCD) seeks a strategic, results-driven, and collaborative executive to serve as Assistant Commissioner for Financial Strategy and Operations within the Office of the Chief Financial Officer (CFO). This key leadership role provides critical support to both the Chief Financial Officer (CFO) and Deputy CFO, helping to advance DYCD’s financial strategy, operational excellence, and team capacity-building in service of the agency’s mission. The Assistant Commissioner will oversee financial operations, manage system modernization efforts, coordinate cross-divisional projects, support staff development, and represent the agency in key stakeholder engagements, including testifying as appropriate.

Requirements

  • Graduation from an accredited college with a baccalaureate degree.
  • A major in accounting, financial management, public administration, or a related field, including a minimum of 24 credits in accounting.
  • Four (4) years of progressively responsible supervisory, administrative, or consultative experience in accounting, finance, or management, including one (1) year in a responsible administrative or consultative capacity.
  • A graduate degree in the above fields may be substituted for up to two (2) years of the general experience required.
  • A satisfactory equivalent.

Responsibilities

  • Provide executive-level support and strategic advice to both the CFO and Deputy CFO on financial planning, policy, and long-term fiscal initiatives.
  • Lead development of financial reports, forecasts, and analyses to inform agency leadership and external stakeholders.
  • Collaborate closely with the CFO and Deputy CFO to align fiscal strategy with DYCD’s programmatic goals.
  • Manage daily operations across key financial and contractual functions.
  • Ensure compliance with applicable City policies, procurement rules, and audit standards.
  • Drive process improvements to enhance transparency, efficiency, and equitable resource allocation.
  • Oversee the management and optimization of financial systems such as FMS, PASSPort, and HHS Accelerator.
  • Partner with IT and operational leaders to implement reporting tools, dashboards, and automated workflows that support effective fiscal management and increase processing times.
  • Lead staff training, development, and mentorship programs across financial and operational teams.
  • Strengthen DYCD’s financial leadership pipeline by building leadership capacity and fostering a high-performing, inclusive, and mission-driven team culture.
  • Promote collaboration, accountability, and professional growth throughout the CFO’s Office.
  • Serve as a liaison between the CFO’s Office and external stakeholders including City oversight agencies, nonprofit partners, and internal leadership.
  • Work with City Hall, OMB, and DYCD Staff to develop clear, data-driven responses to legislative inquiries.
  • Represent DYCD’s financial interests in high-level meetings, interagency working groups, and public forums.
  • Develop and deliver executive-level reports and presentations to diverse audiences.
