The Illinois Department of Commerce and Economic Opportunity is seeking to hire an Assistant Budget Officer (SPSA, Option 2) within the Office of Financial Management (OFM). In coordination with the Budget Officer, this position will help develop, organize, implement, and report on the agency’s annual operating and capital budget. As Assistant Budget Officer, you will directly supervise and serve as the primary back-up to the Capital and Operations managers within the budget unit. Your position will play a key role in implementing and managing the agency's annual budget. Requirements

  • Requires knowledge, skill and mental development equivalent to four (4) years of college with courses in business, finance and accounting.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization, with administrative experience in the field of fiscal and finance.
  • Requires completion of a background check and self-disclosure of criminal history.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.

Nice To Haves

  • Prefers six (6) years’ experience in governmental budget or related field, including analysis and research, written reports, budget projections, budget implementation.
  • Prefers four (4) years’ experience preparing cost allocation studies and reports.
  • Prefers four (4) years’ experience supervising fiscal-related professional staff.
  • Prefers three (3) years’ experience utilizing SAP accounting system.
  • Prefers two (2) years’ experience advising on budgetary or fiscal related policy.

Responsibilities

  • Plans, develops, implements and controls strategic long term budgetary spending plans for the Agency that promote the Director’s program objectives for the Agency.
  • Develops and formulate policy to implement long term goals and recommends to the Chief Budget Officer budget administration changes and implementations that will improve overall operating efficiency of the Office, and Agency-wide budgetary administration.
  • Directs Agencywide budget formulation and submission.
  • Provides oversight to departmental cost allocation policies.
  • Develops and conducts budget to actual variance analyses for Agency appropriations.
  • Manages and direct detailed Agency-wide cash flow projections for state and federal funds, and availability projections.
  • Serves as full-line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
