Under limited supervision, performs work of significant difficulty in developing, maintaining, and administering the roadway asset management and pavement preservation programs throughout the County. This position has department-specific responsibility. The role involves documenting task time on asset management work orders, estimating work orders, flagging repeats/returns, and managing on-call orders and projects for data input into dashboards and metrics. It requires monitoring and prioritizing work orders, providing asset-specific data to dashboards and metrics on a weekly, monthly, and quarterly basis, and executing assigned tasks to manage and monitor the asset management database and functionality. The position also involves performing data analysis to verify integrity and accuracy, correcting errors, identifying trends in data inaccuracies, and providing input for corrections through interface and application constraints. Building Excel upload sheets, developing reports using exported Excel documents, and collaborating with field staff and assessment teams to review and analyze data are key functions. Maintaining baselines and updates for all identified assets, providing data and analysis for work orders, projects, and estimates, and identifying areas for process improvements and operational efficiencies are also crucial. The role includes compiling, evaluating, analyzing, and preparing descriptive materials and illustrations for presentations, creating maps, charts, and graphics, and preparing reports and estimates for material quantities for public works maintenance projects. Maintaining the road inventory and road inspection database, implementing and maintaining software databases and Geographic Information Systems (GIS) components related to the roadway asset management program, and developing and managing a training and software budget are responsibilities. The position verifies and reports on compliance with various inspection and maintenance activities, evaluates Public Road Maintenance petitions, and collects field inventory of asset information, condition, and topographical data. Recording field information, generating maps, compiling and organizing GIS data, interpreting field notes and legal descriptions, conducting road right-of-way research, and preparing drawings are also part of the role. Providing reports and inventories, conducting training and mentoring for staff, researching and gathering data for cost efficiency and product durability of highway maintenance materials and equipment, and developing asset maintenance strategies are required. The role supports budget preparation by assisting with long- and short-term asset preservation strategies, prioritization, cost estimates, life-cycle cost analyses, and return on investment calculations. Administering all phases of contract management related to asset preservation and maintenance, preparing bid documents, and working with procurement and legal divisions are essential. Resolving project issues, ensuring regular and reliable attendance, and performing other assigned duties are also expected.
