About The Position

The Assessor's Office is responsible for locating and identifying all taxable property in Alameda County, determining its taxability, and assessing it annually according to state law. The office also applies legal exemptions and provides an accurate assessment roll to the Auditor's Office. The mission is to provide timely and accurate appraisal services for fair and equitable treatment of taxpayers. With a proposed staffing level of 175.47 full-time equivalent positions, the team operates under state guidelines. The Assessment Services Manager, a single-position class, oversees the Appraisal Support and Assessee Services sections, which handle public inquiries, assessment reviews, research, correspondence, homeowner exemption claims, property tax records, and mailing of forms. This role is directly responsible for reviewing, determining, and enrolling organizational exemption claims and represents the office before the Appeals Board Hearing Officer regarding penalties for failure to file Change in Ownership Statements and denials of assessment exemptions. The incumbent reports to the Chief, Assessment Services Division.

Requirements

  • Must be a current Alameda County employee.
  • Must have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by the last day for filing.
  • Regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.
  • Equivalent of one year of experience in the class of Assessment Supervisor I or an equivalent or higher supervisory classification in the Alameda County classified service.
  • Equivalent of two years of recent, progressively responsible experience in property assessment work dealing with the reappraisability of changes in ownership, supplemental and escape assessment processes and calculations, or exemptions, as dictated by the Revenue and Taxation Codes.
  • Possession of a valid California Motor Vehicle Operator’s license.
  • Incumbents are required to furnish their own automobile to use on the job.

Nice To Haves

  • Equivalent of three years of recent, progressively responsible experience in property assessment work dealing with changes in ownership, supplemental and escape assessments or exemptions, as dictated by the Revenue and Taxation Codes in an Assessor’s Office or assessment-related government office, one year of which shall have been in a supervisory capacity.

Responsibilities

  • Plan, organize, and direct the work of the various units of the Appraisal Support and Assessee Services sections.
  • Assign and supervise the work of subordinate supervisory clerical personnel.
  • Determine eligibility on all claims for organizational exemption.
  • Plan, coordinate, assign, evaluate and supervise the work of Assessor’s Technicians II/III processing organizational claims.
  • Represent the Assessor’s Office before the Appeals Board Hearing Officer regarding denials of assessment exemptions and penalties for failure to file Change in Ownership Statements.
  • Provide assessment and exemption information to the public.
  • Process assessment reviews.
  • Research assessment and tax-related problems.
  • Prepare correspondence for other property tax-related departments.
  • Process homeowner exemption claims.
  • Handle property tax records retrieval.
  • Coordinate mailing of Assessor’s forms and questionnaires.
