About The Position

The Assessor's Office is responsible for identifying and valuing all taxable property in Alameda County, determining taxability, assessing property changes and new construction, and applying legal exemptions. The mission is to provide accurate appraisal services for fair and equitable treatment of taxpayers. With a staff of approximately 175.47 full-time equivalent positions, the office operates in accordance with state laws and guidelines. The Assessment Supervisor II position involves planning, coordinating, assigning, and evaluating the work of Senior Assessor's Technicians and clerical staff. This role handles complex technical work related to property document review, ownership changes, property statements, and exemption claims. Supervisors provide training, make procedural decisions, and assist the public with assessment-related information. This is the second level in the Assessment Supervisor series, distinguished by supervising staff who handle the most complex and technical duties, including multiple ownerships, partnerships, trusts, and limited liability companies. Incumbents may also supervise staff with significant public contact, assisting taxpayers with forms, exemptions, and informal review requests. They apply legal statutes and rules, research assessments and claims, and make independent interpretations to resolve property tax assessment issues.

Requirements

  • Current Alameda County employee.
  • Completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by the last day for filing.
  • Regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.
  • Experience: The equivalent of one year of full-time experience in the class of Assessment Supervisor I, or an equivalent or higher level supervisory class in the Alameda County Assessor’s Office.
  • Or Experience: The equivalent of two years’ full-time experience in the class of Senior Assessor’s Technician in the Alameda County Assessor’s Office.
  • Or Experience: The equivalent of three years’ full-time supervising experience including two years preparing or processing the more complex legal documents dealing with multiple ownerships, partnerships, trusts and limited liability companies, property statements, forms and/or records for an Assessor’s Office or other property tax assessment-related office.
  • Knowledge of County policies and procedures.
  • Knowledge of modern office organization, practices, and equipment.
  • Knowledge of Revenue and Taxation Codes as they pertain to the Assessor’s Office.
  • Knowledge of operating details and policies of the Alameda County Assessor’s Office.
  • Knowledge of principles and practices of supervision.

  • Knowledge of appropriate English grammar, vocabulary, spelling, and punctuation.

Nice To Haves

  • Supervisors of clerical units, the majority of whose subordinates are in a class having a salary range equal to or below that of the class of Clerk II, do not receive the alternate range.
  • Supervisors of clerical units, the majority of whose subordinates are in classes having a salary range above that of the class of Clerk II, are eligible for assignment to the higher applicable salary step and shall be entitled to additional compensation.

Responsibilities

  • Plan, coordinate, assign, evaluate, and supervise the work and operations of Senior Assessor’s Technicians and other clerical personnel.
  • Review and examine recorded documents regarding changes of ownership and transfer of properties.
  • Examine property statements and exemption claims for correctness and conformance with Assessor’s standards.
  • Provide assessment-related information to the public.
  • Provide training and instruction to staff.
  • Make decisions involving procedural or technical problems.
  • Supervise staff performing duties of the most complex and technical nature involving multiple ownerships, partnerships, trusts and limited liability companies.
  • Supervise staff whose primary duties involve a high degree of daily public contact, answering property tax assessment questions.
  • Assist taxpayers with Assessor forms and claims, including homeowners’ exemptions.
  • Process requests for informal review of assessed value.
  • Transfer supplemental and escape assessments to the unsecured tax roll when legally appropriate.
  • Apply legal statutes and rules requiring expertise and specialized knowledge.
  • Research assessments, various claims and legal documents.
  • Problem-solve and make independent interpretations to resolve property tax assessment related problems.
