About The Position

The Aquatics Manager, under general supervision, directs and supervises staff and activities relating to the operations and activities of the Ascarate Aquatics Center and regional pools. The incumbent manages outdoor pools, supervises and trains all lifeguards, and ensures County and departmental guidelines, policies, and procedures are enforced. This role involves managing employee schedules, budgets, facility maintenance, safety training programs, and special events. The position also serves as a liaison with other aquatic operations and ensures compliance with health department regulations. Additionally, the Aquatics Manager is responsible for promoting and marketing County facilities, coordinating special events, and managing facility rentals and contracts.

Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree in Recreation or closely related field.
  • Six (6) years of progressively responsible experience in the field of aquatics including two (2) years in a supervisory capacity.
  • Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
  • Must possess or obtain a Certified Pool Operators License (CPO).
  • Current American Red Cross (ARC) Lifeguard, First Aid, and CPR/AED for the Professional Rescuer (PRC) Certifications by time of hire.
  • Knowledge of principles and practices of aquatic facilities and equipment.
  • Knowledge of pool operations and chemistry.
  • Knowledge of water safety and health regulations, aquatic programming, and competitive swimming regulations and requirements.
  • Knowledge of aquatics lifesaving techniques and procedures.
  • Knowledge of first aid and cardio pulmonary resuscitation techniques and procedures.
  • Knowledge of principles and processes for providing customer and personal services.
  • Knowledge of relevant pool equipment and its uses.
  • Knowledge of policies, procedures, and strategies to promote pool safety.
  • Knowledge of principles and methods for teaching and instructing individuals and groups.
  • Knowledge of life saving and first aid methods and techniques as applied to accidents in the water and surrounding areas.

Responsibilities

  • Supervises department employees, including assigning and reviewing work, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel.
  • Plans, directs, and coordinates the department work plan through subordinate staff, identifying and resolving problems, assigning projects, and reviewing work methods and procedures.
  • Monitors and tracks employee work times, manages employee work schedules, and completes daily time sheets.
  • Prepares unit budget subject to administrative review; reviews and approves pool operations expenditures, and prepares specifications for the purchase of pool and office supplies and equipment.
  • Responsible for ticket sales and cash receipts, ensuring daily deposits are accurate.
  • Maintains files and records including disciplinary and incident reports, count sheets, inventory requests, and projected times.
  • Conducts periodic inspections of swimming pools, facilities, and equipment to assure that established standards are maintained, and coordinates maintenance and repair of swimming facilities and equipment.
  • Supervises the aquatics safety training program, enforcing safe working practices and procedures. Programs include First Aid/CPR, Emergency Water Safety, Lifeguard Training, and Basic Water Safety.
  • Maintains pool chemicals and temperature levels designated by the Health Department.
  • Monitors lake area and assures enforcement of Ascarate Lake Rules and Regulations, checking boaters for current registration, allowing prescribed numbers of watercraft, handing out boater schedules, and ensuring boaters have appropriate safety equipment and follow safety regulations.
  • Enforces the 'No Consumption of Alcohol Beverages' rule.
  • Evaluates the cause of any major injury and corrects or recommends policy changes as needed in the lake and/or pool areas.
  • Serves as the liaison with other aquatic operations to ensure County is up to date on Health Department regulations, competitive salaries, and new programs.
  • Identifies service groups prior to each season with special promotional enticements to utilize County pools.
  • Serves as the coordinator for Learn to Swim programs at all County pools.
  • Manages event management duties as it relates to the use of County pools.
  • Develops and implements all operational procedures and detailed emergency action plans and oversees operating policies and procedures.
  • Commits self to providing excellent customer service and demonstrates commitment through cooperative team and individual efforts.
  • Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety-related training and skills.
  • Accepts payments and collects fees for returned checks.
  • Ensures that all monies received with receipts are balanced and prepared for armored car pickup.
  • Oversees security of the premises, locks doors at closing time, secures unfinished work in a locked safe, and sets burglar alarm.
  • Assists with promoting and marketing of County facilities.
  • Assists with the coordination and execution of programs and booking of events.
  • Assists with managing the operation of various special events and other assigned areas.
  • Assists in providing administration and coordination for facility rental, vendor, and service company contracts as directed.
  • Assists in coordinating with programming partners or clients, vendors, maintenance and operational staff, and the public.
  • Works closely with programming partners and clients in their design and execution of events to ensure desired quality outcomes, as directed.
  • Ensures proper event certification processes, such as liability insurance and permits for programming partners and vendors.
  • Assists with cashiering duties.
  • Assists in providing vision and leadership in administering a comprehensive special events and sports program including operations, facilities, personnel, budgeting, policy development, marketing, and program supervision and ensures quality, responsiveness, efficiency, and effectiveness in the operation.
  • Performs such other related duties as may be assigned.
  • May work weekends and holidays.
  • Drive to other pool locations throughout the county.
  • As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
