About The Position

The Recreation Program Supervisor, under direction, plans, develops, implements, manages, directs, and supervises staff and activities relating to the operation of the planning and coordination of event activities for countywide sports, aquatics, or recreation programs, and maintains various types of facilities and equipment. In addition, the incumbent develops performance measures and maintains program records.

Requirements

  • Bachelor’s Degree in recreation management, physical education from an accredited college or university or a closely related field, and six (6) years of professional recreation experience, including two (2) years of experience in supervision.
  • Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
  • Knowledge of sports, aquatics, or recreation programming, and site management principles and practices.
  • Knowledge of aquatic facilities, athletic fields and turfs, recreation center gyms and equipment, fitness equipment to include equipment maintenance methods and techniques.
  • Knowledge of budget development and management.
  • Knowledge of developing and implementing a variety of sports, aquatics, or recreation programs for a wide variety of interest groups.
  • Knowledge of modern principles and practices of program development and administration.
  • Knowledge of online marketing tools such as Facebook events, Event Bright, to promote attendance of programs.
  • Knowledge of network and computer hardware, standard software applications.
  • Knowledge of English usage, grammar, punctuation and spelling.
  • Knowledge of techniques for effective interpersonal communications.
  • Knowledge of modern office procedures, methods and computer equipment to include Windows and Microsoft based products.
  • Ability to learn policies and procedures of the work.
  • Ability to communicate effectively verbally and in writing.
  • Ability to demonstrate flexibility, adaptability to learn quickly in various technical and creative environments.
  • Ability to work under pressure of deadlines, frequent interruptions, and contentious situations.

Responsibilities

  • Plan and implement countywide sports, aquatics, or recreation programming.
  • Establishes plans, calendars, and priorities for long-term department and division goals per master plan.
  • Coordinates operation of various programs services in a variety of sites throughout the County of El Paso.
  • Inspects facilities and programs for safety and conformance with directed standards and regulations.
  • Oversees and provides input into the care of the athletic fields, recreation sites, rental spaces, shelters, and aquatic facilities.
  • Plans or participates in planning of recreation services offered at sites to include outside partners such as Fishing Club, Boarder Adventure, First Tee, and other entities.
  • Monitors and analyzes effectiveness of on-going activities at assigned areas.
  • Consults with supervisors and other staff to ascertain needs for new and improved procedures.
  • Monitors and analyzes effectiveness of on-going programs.
  • Reviews analytical reports and makes appropriate determinations and recommendations.
  • Recommends or directs action to improve service deliveries.
  • Consults with staff to obtain ideas and supports new or improved procedures and plans for programs.
  • Coordinates projects with staff in other divisions.
  • Represents the department and provides technical support, information and guidance on sports, aquatics, or recreation programs.
  • Responds to requests for information on program policies and procedures.
  • Provides guidance on dispute resolution activities.
  • Resolves problems and recommends appropriate action.
  • Prepares complex comprehensive documents on analysis, studies, special reports and recommendations.
  • Directs the preparation of activity reports.
  • Acts as a liaison and coordinates with other agencies and organizations that provide services to special groups of citizens such as disabled, senior citizens and others.
  • Attends meetings and other gatherings to represent the department; identifies and resolves problems.
  • Inventories, and prepares specifications for the purchase of supplies and equipment.
  • Monitors and oversees ticket sales and cash receipts, registration forms, bracelets, and other.
  • Supervises department employees, including assigning and reviewing work, work schedules, leave requests, training, setting goals, coaching, and conducting performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel.
  • Motivates, coaches, and works with employees to correct deficiencies.
  • Plans, directs, and coordinates, through subordinate-level staff, the department work plan.
  • Assists with managing the career development and performance of staff assigned, to include training.
  • Assists with presentation and justification of annual budget requests; monitors and reconciles assigned budgets.
  • Monitors departmental purchasing processes to ensure compliance with County policies and procedures and determines most efficient utilization of financial resources.
  • Demonstrates leadership and ability to deliver efficiency and quality at the highest of standards.
  • Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations.
  • Stays abreast of new trends and innovations in the field.
  • Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts.
  • Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
  • Performs such other related duties as may be assigned.
  • Travel within El Paso County area.
  • Work schedule includes early mornings, late nights, occasional overnight shifts.
  • As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
