About The Position

This role involves analyzing and documenting an existing Excel-based system (SCMAC), understanding business requirements, evaluating alternative platforms, and designing, developing, and implementing a modernized application. The goal is to replace or enhance the current Excel solution with a more robust and adaptable platform, ensuring accurate calculations, data integrity, and an intuitive user interface. The position requires close collaboration with business stakeholders, thorough documentation, testing, and support for the final deployment.

Requirements

Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related field, or equivalent professional experience.
Experience in application development, systems analysis, programming, or business application implementation.
Experience analyzing and translating business requirements into application functionality.
Experience working with Microsoft Excel, including complex formulas, calculations, validation, and data-driven workflows.
Experience with application development, configuration, or modernization.
Strong analytical and problem-solving skills.
Experience with application testing, debugging, and quality assurance.
Ability to document technical requirements, business rules, workflows, and application functionality.
Strong communication skills and ability to work directly with non-technical business stakeholders.

Responsibilities

Analyze and document the functionality, business rules, formulas, and workflows of the existing Excel-based SCMAC.
Work closely with business stakeholders and subject-matter experts to understand application requirements and intended functionality.
Evaluate and compare Excel and other commercially available application platforms using established selection criteria.
Recommend an appropriate technology/platform based on usability, accessibility, accuracy, adaptability, robustness, cost, and maintenance requirements.
Design, develop, configure, or adapt the selected application to replace or modernize the existing Excel-based solution.
Implement automated calculations for baseline and predicted stream conditions.
Develop functionality to calculate changes in value-weighted stream functions and resulting SCMAUs.
Implement required adjustment calculations, including temporal loss and administrative protection factors.
Ensure calculations and business rules are accurate, consistent, and protected from unauthorized modification.
Develop validation and error-checking functionality to identify missing, invalid, or incorrectly entered data in real time.
Design an intuitive user interface using plain language and straightforward formatting.
Ensure the application can be accessed across commonly used devices and systems without requiring specialized software where applicable.
Implement appropriate controls to limit external users to permitted data-entry functionality while protecting underlying formulas and calculations.
Support application configuration so authorized business staff can make future updates without requiring extensive external development support.
Conduct beta testing using project information provided by business stakeholders.
Identify, document, troubleshoot, and resolve application defects and calculation discrepancies.
Prepare technical and user documentation describing application functionality, calculations, workflows, and usage.
Participate in stakeholder meetings, demonstrations, requirements discussions, and application reviews.
Incorporate stakeholder feedback into application enhancements and final implementation.
Provide written and verbal presentations covering application functionality, platform evaluation, testing results, and recommendations.
Support final deployment and delivery of the completed application.
