Application Programmer/Analyst Expert
About The Position
The Application Programmer/Analyst Expert is a senior technical resource and technical lead within the Virginia Department of Juvenile Justice’s Applications Development team. The role designs, develops, and supports complex technology solutions that advance the agency’s strategic goals. It manages all phases of the systems development life cycle, including analysis, development, testing, documentation, implementation, and maintenance of software applications. The position may lead assigned projects or initiatives and guide development efforts to ensure successful delivery of technology solutions.
Requirements
- Advanced knowledge of systems development and design using Visual Studio .NET.
- Experience with C#, Visual Basic, and the .NET Framework.
- Extensive front-end and back-end web development experience with ASP.NET MVC/Core, Web API, JavaScript, HTML, CSS, Bootstrap, jQuery, and Web Services.
- Experience developing desktop applications using WinForms and WPF.
- Considerable experience with Oracle PL/SQL and writing complex SQL queries.
- Experience using Git or TFS for source control, version management, and collaborative development.
- Progressively responsible experience in .NET programming, relational database design, and systems development.
- A valid driver’s license is required of DJJ employees to operate a state-owned or leased vehicle.
Nice To Haves
- Experience integrating Multi Factor Authentication (MFA).
- Experience with Angular or React.
- Experience working in Agile development environments.
- Experience administering Windows servers and/or cloud platforms such as Oracle Cloud Infrastructure (OCI).
- Experience working with state agencies within the Commonwealth of Virginia.
Responsibilities
- Lead the design and development of complex applications using Visual Studio .NET, C#, Visual Basic, and the .NET Framework.
- Develop, enhance, and maintain front-end and back-end web applications using ASP.NET MVC/Core, Web API, JavaScript, HTML, CSS, Bootstrap, jQuery, and related technologies.
- Build and support enterprise desktop applications using WinForms and WPF.
- Design, develop, and optimize Oracle PL/SQL procedures and packages, and complex SQL queries.
- Use Git or TFS for source control, versioning, code reviews, branch management, and collaborative development.
- Apply experience in .NET programming, relational database design, and systems development to create efficient, scalable, and secure application architecture.
- Perform full life cycle development, including coding, testing, documentation, deployment, and maintenance.
- Troubleshoot complex technical issues across application layers.
- Provide expert-level guidance to colleagues on architecture, design patterns, coding practices, and system integration.
- May serve as technical lead for assigned projects or initiatives and guide development efforts through successful delivery.
