This position is part of the Department of Energy’s Office of Intelligence and Counterintelligence. It supports counterintelligence in cyberspace, including identifying, penetrating, or neutralizing foreign operations that use cyber means as primary tradecraft, and foreign intelligence collection efforts that use traditional methods to assess cyber capabilities and intentions. The Application Development Manager directs and executes full-lifecycle application development using Agile methodologies to accelerate iterative software delivery. The role configures and maintains mission-critical software solutions across diverse development platforms, including cloud environments, ensuring applications are scalable, interoperable, and aligned with enterprise architectural standards. The manager investigates and resolves complex, high-visibility technical failures across application code, infrastructure, databases, and third-party interfaces; provides technical authority and oversight for contractor-supported development; and evaluates delivery workflows to identify bottlenecks and modernize legacy processes. This is an Excepted Service appointment and does not confer Competitive Service career-conditional or career-tenure status. The position is not remote. It is designated Special-Sensitive (High Risk), requires Q and SCI clearances, and requires recurring counterintelligence evaluations, which may include a CI-scope polygraph. It is also a Testing Designated Position subject to applicant and random drug testing. Occasional travel may be required.
