About The Position

The Fremont Police Department - Animal Services Division is recruiting for the position of Animal Services Manager. The Animal Services Manager serves as the operational leader of the Animal Services Unit and Tri-City Animal Shelter, overseeing staff, programs, contracts, and services that support both animals and residents across the Tri-City area. This position is ideal for an experienced leader who enjoys balancing animal welfare, public service, operational management, and community engagement. Under general direction, the Animal Services Manager plans, organizes, and supervises the activities of the Animal Services Unit, including shelter operations, licensing, investigations, enforcement activities, public education initiatives, and contract administration. Responsibilities include managing the Tri-City Animal Shelter, ensuring compliance with applicable laws and regulations, overseeing veterinary and sheltering services, supervising field and shelter operations, supporting staff development, managing contracts and budgets, and representing the Animal Services Unit with community stakeholders, partner agencies, and elected officials as appropriate.

Requirements

Thorough knowledge of animal control services; principles of supervision; work planning, assignment of duties, and program review methods; laws governing animal services and shelter operations; codes and regulations applicable to programs relating to animal services including laws and regulations governing licensing, impounding, care and disposal of animals; working knowledge of working in a professional police business unit.
Skill in preparing clear, concise and complete analysis, proposals, reports and other written materials; maintaining accurate records and meeting critical deadlines; researching and analyzing complex problems, evaluating varied information and data, either in statistical or narrative form, and exercising sound judgment within established guidelines; establishing and maintaining effective working relationships, and working collaboratively with diverse individuals and groups contacted in the course of work.
Demonstrated working knowledge of common office software such as Microsoft Office Suite, and the ability to acquire skill in utilizing specialized automated systems.
Ability to deal effectively with upset or angry individuals; obtain voluntary compliance with laws and resolutions without inviting resentment; interviewing applicants for jobs; clearly prepare and present verbal and written reports.
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary to satisfactory job performance. Example combinations include a bachelor's degree from an accredited college in business administration or closely related field, and five years progressively responsible experience in animal services environments including two years in a lead or supervisory capacity.
Possession of a Class C Driver's License. Failure to maintain this license will result in discipline up to and including termination.

Responsibilities

Plans, directs, and manages personnel and activities of the Animal Services Unit; selects, trains, supervises, and evaluates subordinate supervisors and staff.
Assists in the development and implementation of goals, objectives, policies and priorities.
Assists in budget preparation and administration for Animal Services unit.
Manages contracts with other cities and vendors.
Manages the operation of the Tri-city Animal Shelter.
Ensures the enforcement of ordinances providing for the regulation, care, registration and disposition of animals. This includes supervision of enforcement in the field.
Ensures the proper licensing of dogs, collection of fees and maintenance of appropriate records.
Oversees the impounding and emergency veterinary care of injured, sick or abandoned animals found on public or private property. Ensures the proper quarantining of animals.
Develops public education programs concerning the responsibilities of animal ownership and proper care and control of animals.
Directs the investigation of complaints regarding animals such as inhumane treatment of animals and dog bite incidents. This includes supervision of investigations in the field.
Assures the removal and disposal of dead animals from public or private property.
Reviews and accepts subpoenas.
Other duties as assigned.
