The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado's Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. We are looking for a 1115 Alignment Coordinator - Term Limited to join our Behavioral Health Benefits (BHB) team! The Behavioral Health Benefits (BHB) Section is responsible for implementing and monitoring Behavioral Health Benefits services, overseeing operations, and driving performance improvement efforts across multiple delivery systems, and providing administrative oversight of the 1115 waiver and demonstrations. This includes administering federal and state-level changes for 1115 waiver work, FFS BH benefits and the Capitated Behavioral Health Program operated by the Regional Accountable Entities (RAEs). The Section interprets and operationalizes state and federal behavioral health FFS and managed care and mental health parity regulations to ensure compliance and effective program implementation. We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the in the office. Specific discussions about the schedule will be discussed during the offer stage. Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

Requirements

  • Six (6) years of professional experience in project management, administrative management of programs, creating and using organizational tools, policy research, drafting and report writing, or an occupational field closely related.
  • A bachelors degree from an accredited institution in a social science, clinical behavioral health or public policy, or a field of study related to the work assignment and two (2) years of professional experience in project management, administrative management of programs, creating and using organizational tools, policy research, drafting and report writing, or an occupational field closely related.
  • Appropriate education will substitute for the required experience on a year-for-year basis.
  • Relevan t education will be calculated as the following: An associate will count as two years of experience.
  • A bachelors will count as four years of experience.
  • A masters degree will count for six years of experience.
  • A doctorate or juris doctorate degree will count for seven years of experience.
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This is a term-limited position with funding through 06/30/2027.
  • Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.

Nice To Haves

Responsibilities

  • Respond to research requests related to 1115 revisions as directed by CMS assigned by section manager.
  • Research key topics related to 1115 changes per CMS published guidance and provide a summary of findings to be incorporated into internal and external communications and presentations.
  • Conduct literature reviews, research other states, and write summaries of findings.
  • Collaborate with the Data Analytics Section and other subject matter expert staff to research ad hoc research questions related to 1115 demonstrations that are submitted by requesters in the Department.
  • Quality check numbers or facts in reports produced.
  • Assist the Behavioral Health Benefits Section on ad hoc projects and assignments.
  • Support responses to 1115 evaluator and CMS compiling evidence for responses from offices across the department.
  • Draft responses to CMS questions and provides clarification as requested.
  • Create appropriate technical documentation to support CMS changes.
  • Attend HRSN-related and other 1115 demonstration workgroups & meetings to capture needs and goals, and report back to each group on relevant assessments.
  • Perform other duties as assigned.
