Job Description Summary: The Program Finance Manager, will report to the Program Finance Associate Director, with matrixed responsibilities to the Air Force Missile Defense Program Office. This role requires an ability to think strategically and tactically to deliver efficient, consistent and compliant application of financial principles, including Earned Value Management (EVM), Program controls, Estimates-at-Complete (EACs), Risks & Opportunities (R&O), and other financial forecasting responsibilities. The Manager will provide direction to staff according to established policies and management guidance, administer company policies that directly affect staff, and review work to measure objectives. In addition, this role will recommend changes to current policies and procedures, and also help drive process changes with other functional departments. Leadership decisions will impact program level budgets, costs, and schedules, and the Program Finance Manager will be responsible for recommending and implementing significant improvement initiatives, including tools to enhance automation and analytics. Job Description: Duties/Responsibilities: Manages staff and assists in the generation of EVM deliverables, program controls, EACs, and R&O management Drives the frequent, accurate, and transparent program-level inputs for budgeting and forecasting Budgets/Forecasts at the program level by element of cost and granular Work Breakdown Structure (WBS) for awarded contracts, as well as provides transparency/insights into follow-on work and new business opportunities Monitors and proactively communicates program funding levels Reviews, advises on, and/or conducts cost and schedule risk analyses, supporting Program Managers in mitigating risks and capitalizing on opportunities Reports program level metrics, and generates internal and external reports Generates financial information for the Program Management Reviews (PMRs) Generates financial information for the Quarterly Business Reviews (QBRs) Collaborates with Program Management and Contracts teams to drive contract modification execution in a timely and compliant manner Supports internal and external audits as required Identifies and complies with applicable cost accounting standards (CAS) and acquisition regulations (FAR, DFARS) Works with others across Draper to implement tools and technology to enhance automation and minimize manually intensive finance processes Performs special projects, process improvements, and other ad hoc analyses as required
