About The Position

Drive evidence-based decision-making and strengthen organizational performance across PAHO. This role provides strategic leadership to advance evaluation practices, foster learning, and enhance accountability throughout the Organization.

Requirements

  • A bachelor’s degree in evaluation methods and management, health, or social science, and a master’s degree in business administration, management, or another discipline relevant to the functions of the post, from a recognized institution.
  • Nine years of progressively responsible professional experience, at national and international levels, in the field of evaluation within the social sectors, including experience in consulting and/or managing projects related to organizational performance, budget, and business process review, systems development or enhancement, and project or program design and implementation.
  • At least two years of experience working at the corporate level.
  • Fluency in English or Spanish with working knowledge of the other language.
  • Demonstrated ability to effectively leverage current and emerging technologies, including Enterprise Resource Planning (ERP) systems, to support evaluation processes and organizational performance.
  • Advanced proficiency in standard IT tools (e.g., Excel, Word, PowerPoint, Outlook, Teams, OneDrive, SharePoint) is required.
  • Strong expertise in evaluation methodologies (quantitative and qualitative) and results-based management frameworks.
  • Advanced analytical and strategic thinking skills to assess complex issues and provide actionable recommendations.
  • Ability to design and implement monitoring, evaluation, and reporting systems to support organizational performance.
  • Excellent written and verbal communication skills, with the ability to produce clear reports and engage senior stakeholders.
  • Proven leadership and team management capabilities, with experience coordinating multidisciplinary teams.
  • Strong partnership-building skills, including collaboration with international organizations and professional networks.
  • Ability to manage multiple priorities, deliver results under pressure, and work independently with a high degree of responsibility.

Nice To Haves

  • Knowledge of emerging technologies, including the application of artificial intelligence (AI) in evaluation, is highly desirable.

Responsibilities

  • Lead the development and implementation of evaluation policies, guidelines, and workplans aligned with organizational priorities and Governing Bodies’ decisions.
  • Provide expert guidance on the design, execution, and reporting of evaluation activities, ensuring adherence to international standards and methodologies.
  • Strengthen Results-Based Management (RBM) by integrating evaluation into planning, budgeting, and performance monitoring processes.
  • Develop and implement systems, tools, and frameworks to enhance evaluation quality, track recommendations, and ensure follow-up on evaluation findings.
  • Promote organizational learning through capacity-building initiatives, knowledge management, and dissemination of lessons learned.
  • Foster collaboration with internal and external partners, including WHO and international evaluation networks, while providing leadership, guidance, and support to teams across the Organization.
