About The Position

Retail Council of Canada (RCC) is seeking a bilingual Advisor, Communications & Public Affairs to support our Government Relations and Communications initiatives in Quebec. This is a key role supporting RCC’s advocacy and communications efforts in the province, working closely with senior leadership including the President of CCCD – Québec and the Vice President of Public Affairs for Quebec. This position is ideal for a professional with a strong foundation in public affairs, strategic communications, and government relations who is confident operating in a fast-paced, policy-driven environment. In this role, you will lead and support stakeholder engagements, contribute to policy and advocacy initiatives, and develop communications that influence public policy and industry conversations. You will be expected to take initiative, manage priorities independently, and represent RCC in meetings and interactions with external stakeholders. The successful candidate is highly organized, detail-oriented, and brings strong writing skills, sound judgment, and a proactive, solutions-oriented mindset.

Requirements

  • 3+ years of experience in public affairs, communications, government relations, public policy, or a related field
  • Bachelor’s degree in political science, public policy, communications, law, or a related field
  • Experience in a public policy or advocacy-focused environment (e.g., trade association, government, NGO)
  • Strong writing, editing, and analytical skills
  • Bilingualism in French and English (written and spoken) is required
  • Highly organized with strong attention to detail and ability to manage multiple priorities
  • Comfortable working in a fast-paced, high-pressure environment
  • Strong interpersonal skills and ability to build relationships
  • Familiarity with social media and digital communications tools

Responsibilities

  • Monitor legislative, regulatory, and political developments impacting the retail sector
  • Conduct research and develop briefing notes, policy summaries, and analysis
  • Contribute to and draft advocacy materials, including submissions and position papers
  • Support and, where appropriate, participate in meetings with government officials and stakeholders
  • Track key deadlines and consultations to support timely and strategic engagement
  • Draft and edit high-quality communications, including: Press releases, Member communications and newsletters, Key messages and speaking notes, Stakeholder and policy briefs, Website and social media content
  • Ensure consistency and alignment of messaging across platforms
  • Support and coordinate stakeholder outreach and engagement activities
  • Assist in the planning and execution of events, briefings, and roundtables
  • Prepare event materials, briefing kits, and follow-up communications
  • Lead and manage assigned projects, from initiation to completion
  • Monitor timelines and ensure deliverables are met
  • Collaborate cross-functionally to ensure alignment and consistency
