About The Position

The IT Business Analyst II performs complex (journey-level) business analysis work. Work involves gathering, developing, and documenting user requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; performing post-implementation support of systems; and providing support for the systems development life cycle. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.
  • Skill in business analysis methodologies; in analyzing and evaluating complex information technology applications, policies, and issues; and in developing creative and workable solutions to complex problems and issues.
  • Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications; to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; to exercise sound judgment in making critical decisions; and to communicate effectively.
  • Knowledge of the Business Analysis Body of Knowledge (BABOK).
  • Knowledge of information gathering techniques with demonstrated experience for developing findings and recommendations from data collection.
  • Knowledge of Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC) methodologies; high-level system design methodologies and techniques (entity/relationship models, data/process flow diagrams); object-oriented programming and of programming client/server applications.
  • Knowledge of 508 compliance and accessibility standards established by the Americans with Disabilities ACT (ADA).
  • Knowledge of Case Management applications a plus but not required.
  • Knowledge of office productivity software including Microsoft Office Suite to include MS Word, Excel, PowerPoint, MS Project, SharePoint, Visio, and/or SQL.
  • Knowledge of Texas Project Delivery Framework preferred.
  • Skills in analyzing business processes and developing business cases for new or modified customer-related products and services.
  • Skills in meeting facilitation and presentations for meetings involving cross functional teams and including external stakeholders.
  • Skills in problem solving with project issues and risks, and with software and network systems.
  • Skills in using office productivity software including Microsoft Office Suite to include MS Project, SharePoint, and Visio.
  • Skills with demonstrated experience in documenting technical and business concepts and conclusions orally and in writing.
  • Ability to understand programming concepts, operating systems, and/or networking.
  • Ability to collaborate with other members of formal and informal groups to reach common missions, vision, values, and mutual goals.
  • Ability to communicate with all team members and stakeholders; technical teams and customers; work in a team setting.
  • Ability to manage multiple tasks, projects, and priorities.
  • Ability to analyze and interpret program and technical information including regulations, policies, and business rules to aid in DFPS IT program goal and priority setting.
  • Ability to work in a fast-paced, deadline-driven environment.
  • Prior experience supporting customers in use of application software.
  • Customer service orientation or prior customer service training.

Nice To Haves

  • Graduation from an accredited College or University is preferred.
  • Two years' experience in at least one DFPS Program area with thorough knowledge of DFPS programs, policy, or use of DFPS internal application is preferred.
  • Access or SQL experience is preferred.

Responsibilities

  • Gathers, analyzes, and documents user requirements, business processes, and problems to automate or improve existing systems; elicits and documents business needs for new systems.
  • Works with business stakeholders to understand their technology needs and issues in performing their day-to-day work.
  • Conducts work sessions with users and project team members to document requirements, develop user cases, and/or technology solutions.
  • Analyzes program policies and procedures to determine their effect on automated systems and system functional areas.
  • Analyzes existing program business processes, identifying areas for improvement, and recommending automated solutions to optimize efficiency and effectiveness.
  • Examines program policies and the impact on specific areas within automated systems to pinpoint any areas where policies create unintended consequences.
  • Serves as a liaison by providing consultation, documentation, and direction to other areas with regard to analysis, design, configuration, testing, and policy implementation within all systems.
  • Participates in consultation activities, including designing, configuring, testing, tracking project progress and systems implementation.
  • Collaborates with IT teams to translate business requirements into system designs and configurations, ensuring alignment with business goals.
  • Develops and/or reviews complex system documents to convey business requirements and support efficient system design.
  • Creates, edits, and maintains technical documentation for current and future applications e.g., technical reference manuals and production control manuals.
  • Reviews a system of design documents to ensure they meet the required business standards for clarity, accuracy, and completeness.
  • Develops, documents, and revises system design procedures, test procedures, and quality standards.
  • Creates and maintains comprehensive procedures documenting business processes, system requirements, and testing results, ensuring quality standards are achieved.
  • Utilizes technical expertise and develops, documents and validates the systems design functionality and reliability.
  • Monitors the maintenance and enhancement of routine computer systems to ensure proper functionality.
  • Participates in systems analysis to support defect resolution and propose application design solutions.
  • Performs systems preventive and post-implementation maintenance and proactive monitoring ensuring the systems’ proper support, functionality and longevity.
  • Participates in user acceptance testing and testing of new system functionality.
  • Participating in testing and quality assurance activities to ensure that systems meet the defined requirements and perform as expected.
  • Communicates their test findings to the development team and accurately assess the system’s suitability for its intended purpose.
  • Facilitate the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitors system integration and user acceptance testing prior to implementation.
  • Monitors the service request life cycle, customer feedback and release activities, monitoring testing with existing systems and resolving defects found prior to the implementation phase.
  • Assists with scheduling go-live activities and continues monitoring and supporting to address any ongoing issues or concerns.
  • Identify a project’s potential risks and difficulties and design strategies to mitigate or avoid them.
  • Performs gap analysis and creates story maps, recommending solutions to business processes.
  • Pinpoints and prioritizes user stories based on user requirements and system design, ensuring business needs met in a timely manner.
  • Performs related work as assigned.
