About The Position

Under the direct supervision of the Health Department Manager, this role is responsible for oversight of management support functions in a Health Department. This includes managing facilities (maintenance/renovations), purchasing supplies and equipment with accurate inventory controls, overseeing medical records (paper and digital), appointment scheduling, and managing billing and collection of third-party revenues, clinic receipts, and deposits. The position also involves managing custodial workers, mail distribution, and providing general support to all staff assigned to a health department. The role supports daily administrative operations, including staffing coordination, training, performance input, customer service standards, and policy compliance. It assists with audits, data reporting, IT requests, supply needs, and client complaint resolution. The position may supervise medical records staff and participates in meetings and outreach. Facility management includes overseeing daily functions such as opening/closing, supplies, maintenance coordination, safety drills, emergency procedures, deposits, and mail processes, ensuring a safe work environment and supporting vendor requests. Medical records supervision ensures proper documentation, archiving, and transfer processes, while also overseeing reception, client check-in, appointment scheduling, and resource referrals. Administrative support is provided during emergencies, including shelters, Point of Distribution (POD), Emergency Operations Center (EOC), and outbreak response, and managing Potassium Iodide (KI) inventory. The role delivers administrative support across various clinic programs such as Public Health, Immunizations, Maternal Child Health (MCH), Women, Infants and Children (WIC), and Medical Records, assisting clients on-site and remotely. Other duties include managing fleet vehicles, room reservations, inventories, Memorandum of Agreement (MOA), and Vaccines for Children (VFC) support, participating in community meetings and outreach, and serving as backup for safety coordination, privacy concerns, and facility leadership. The position also oversees shredding, pest control, and wellness screenings.

Requirements

  • A high school diploma and work experience that is directly related to the area of employment.
  • A bachelor's degree may be substituted for the related work experience.
  • Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
  • Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the SCDPH Chief Human Resources Officer, or their delegate.

Nice To Haves

  • One (1) year of supervisory experience.
  • One (1) year of experience with Medicaid, Medicare, or other third-party insurance billing.
