About The Position

The Facilities Division is hiring an Administrative Specialist Senior that coordinates internal unit administrative functions on a federal basis between the Regional Airport Authority (RAA) of Louisville/Jefferson County, federal government, state government, and contractors. This role provides professional support including interpreting laws and regulations, and developing and implementing property and construction policies.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Three years of professional, administrative, or business experience.
  • Additional education will substitute for the required experience on a year-for-year basis.
  • Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Responsibilities

  • Request collection of construction program data, edits and analyzes data and writes comprehensive reports to the State, Regional Airport Authority (RAA) and local agencies.
  • Assist in the development of project books, job specifications and job files.
  • Monitors projects and construction for the purpose of capitalizing real property, updating equipment replacement value, ensuring organizations have authorized squared footages, and that the facility receives the appropriate level of funding for maintenance and repair.
  • Compiles and reviews records and reports distributed to/or received by project recipients, agency staff, contractors, architects and engineers for compliance with legal, regulatory or policy standards or job specifications.
  • Prepares, reviews, tracks, processes and records approval of contracts, specifications and other project implementation.
  • Coordinates, schedules and tracks to ensure deadlines are met and statutes are known.
  • Reviews, analyzes and reports impact of legislative, financial or policy changes to program requirements.
  • Recommends policy and determines fiscal, personnel and budgetary matters.
  • Forecast request and tracks expended funds for operations and maintenance and real property maintenance program.
  • Prepares and submits reports.
  • Interprets law, regulation, policies and procedures for construction projects and activities for implementation by staff and recipients on federal, state, local & (RAA) nature and ensures coord. at state, local, federal & (RAA) agencies.
  • Responds to programmatic inquiries from general public, federal, state, local and (RAA) jurisdictions.
  • Communicates procedural/project changes to staff contractors, recipients, architects, engineers, (RAA), personnel and other agencies/parties.
  • Attends professional, governmental or civic meeting or other meetings to gather or distribute projects or technical information.
  • Makes presentations regarding status of facilities, future base development plans and projects, leases, and joint use agreement.
