This is an anticipated vacancy within the Right of Way Unit of the NC Department of Transportation. The Right of Way Unit administers right of way services, develops and disseminates policy, reviews and implements business plan initiatives and strategies, manages consultant operations, and supports the implementation of processes and procedures. The Unit is responsible for interacting with property owners, state agencies, legal officials, federal government officials, and media for the purpose of coordinating services, responding to inquiries, and providing expertise. The Unit is accountable for the administration of the Right of Way program in compliance with Federal Highway Administration regulations under 23 CFR and 49 CFR as related to right of way. Right of way acquisition and relocation is the final activity to occur between the completion of design for highway projects and the letting of a project to contract for construction. This position provides daily administrative and technical support to the Manager of Right of Way, the Assistant Unit Manager, and the entire R/W unit. The position is responsible for monitoring Central Office right of way staff duties to ensure efficiency levels are maintained. This involves work assignments with the Chief Engineer’s office, Director of Field Support, Federal Highway Administration (FHWA), Director of Human Resources, Fiscal Section, N.C. General Assembly, outsourcing consultant teams, municipal and county offices. Also included is the Secretary of Transportation office and support staff, all other sections/divisions within the Department of Transportation, and the general public of North Carolina as well as other states. Other primary functions of this position include serving as the lead personnel contact for the Right of Way Unit. This position serves as the liaison between Human Resources and the entire Right of Way Unit for carrying out personnel related programs, directives, policies, and procedures and provides guidance and direction to staff on human resource issues and actions. This includes but is not limited to coordination of Performance Dashboard and Appraisal requirements, Orientation, New Hires, Separations, FMLA, Short Term Disability, Transfers, Demotions, Promotions, Retirement and Salary Adjustments. This position is designated to implement administrative Training and Development for the Right of Way Unit.
