About The Position

The Office of Administrative Hearings (OAH) Clerk’s Office is responsible for ensuring the proper filing, processing, docketing, indexing, recording, closing, and preserving of all contested case documents and records in compliance with North Carolina General Statutes (G.S. Chapter 150B). The Clerk’s office maintains the integrity of all Contested Case Hearings filed with the office. The primary purpose of this position is to ensure the efficient and effective processing, docketing, and resolution of all contested cases filed within statutory requirements. This role, with support from the Chief Hearings Clerk, influences the workflow within the Clerk’s Office. The Deputy Clerk is a key point of contact for individuals initiating the appeals process via phone or in person. This position involves analyzing and processing petitions for completeness, correct case type, filing fees, and adherence to statutory deadlines.

Requirements

  • Proficiency with MS Word, Excel and MS based database administration.
  • Considerable knowledge of office management and court case management procedures and techniques.
  • Knowledge of accepted court procedures.
  • Knowledge of compiling, assimilating, and organizing both printed and electronic information.
  • Experience in applying knowledge of date collection, storage, organization, manipulation and/or analysis of data.
  • Experience in identifying and understanding issues, problems, and opportunities; use effective approaches for choosing a course of action or developing appropriate solutions.
  • Experience in analyzing, interpreting, recommending, and implementing policy and procedural guidelines.
  • High school diploma or General Educational Development (GED) diploma and four years of related administrative experience; or equivalent combination of education and experience.

Responsibilities

  • Processes filing fees, creates receivables, and coordinates receipts with the fiscal division.
  • Determines overpayment/underpayment of filing fees, issues refund requests, and processes Bonds.
  • Provides status reports for inquiries.
  • Prepares and forwards Official Records for Proposed Decisions to the appropriate agency for Final Agency Decision.
  • Prepares Official Records for Petitions for Judicial Review within statutory requirements.
  • Forwards and tracks Petitions for Judicial Review.
  • Stays up-to-date with changes to N.C.G.S. 150-B, NCAC Title 26, and OAH policies and procedures.
  • May assist with training other employees.
  • May be called upon to act as a Hearing Assistant to record Contested Case Hearings.
  • Acts on behalf of the Chief Hearings Clerk in their absence.
  • Administers the Chief Hearings Clerk’s activities.
