About The Position

This is a highly responsible position that directs professional staff in program planning, data system management, procurement, communications, and contract management. It is also responsible for supervising and managing the Minority Health Program and related activities implemented by the County Health Departments through the Minority Health Liaisons. The position guides program design, administration, monitoring, evaluation, analysis, community outreach, and staff development. It consults with staff and others in government, business, and private organizations to explore partnerships, discuss issues, and coordinate activities. Assists the Operations and Finance Manager in providing administrative oversight to the Closing the Gap Grant-related contracts. Acts as a liaison and monitors the implementation of Severe Maternal Morbidity Telehealth-related contracts, assisting the Bureau of Family Health Services within the Division of Community Health Promotion. Responsible for supervising and coordinating the work of the Tribal Liaison. The incumbent is responsible for facilitating all grant programs established under ss. 381.7351-381.7356, FS, in a manner that maximizes the impact of the grants in achieving positive health outcomes. Assists in developing and monitoring Request for Applications (RFA) and writing grants to fund projects related to Minority Health. The incumbent assists in evaluating the awarded grants to assess the effectiveness and efficiency of the use of funds and to determine best practices. Assists in developing an annual assessment of grants, including information on best practices that can be disseminated to stakeholders; the incumbent will also assist in evaluating the awarded grants to assess the effectiveness and efficiency of the use of funds and to determine best practices. This position also assists in developing spending plans, approving purchases, selecting vendors, developing statements of work, and monitoring contracts and purchase orders. This position is responsible for assisting the Operations and Finance Manager in ensuring that assigned programs have operational procedures and processes which result in accountability and compliance with the Deputy Secretary for Health and department policies and procedures. This position is responsible for community engagement and acting as a liaison for the Department’s grant activities with government agencies, non-government organizations, community-based organizations, and the public at large. Responsible for the oversight of the Office of Legislative Planning assigned activities. Ensures the coordination and facilitation of the timely completion of legislative bill analysis, Legislative Budget Requests (LBRs), Budget Issue Proposals (BIPS), and other assignments related to Office of Minority Health legislative activities. Responsible for facilitating the office’s compliance with legislative-mandated reports and timely response to legislative inquiries from the Office of Legislative Planning as directed. Attends legislative meetings to represent the Office as directed by the Department leadership. Perform related work as required.

Responsibilities

  • Supervising staff including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.
