About The Position

The City of Mission Viejo is seeking a versatile, highly analytical, and collaborative professional to join its Administrative Services team. This role involves performing a variety of complex technical and professional functions to ensure city operations run smoothly, transparently, and efficiently. The position offers an impactful opportunity to support vital public programs and community initiatives through data analysis, operational efficiency, and cross-departmental collaboration. There is one full-time vacancy, typically scheduled Monday to Friday, 8:00 a.m. to 5:00 p.m., with potential for variation including after-hours meetings. This is an FLSA exempt position. An applicant may be appointed to either the Administrative Services Analyst or Senior Administrative Services Analyst classification based on qualifications and the City's needs. The eligibility list may be used for future vacancies. The first round of Zoom interviews is tentatively scheduled for the week of October 12, 2026. Applicants must be available on the scheduled date as alternative dates will not be accommodated.

Requirements

  • Equivalent to graduation from an accredited four-year college or university with major course work in business, public administration, accounting, finance, or a related field.
  • Two (2) years of recent, related, and responsible budgeting, purchasing, risk management, administrative, and analytical experience (for Administrative Services Analyst).
  • Two (2) years of professional journey-level analytical experience in budgeting, contract monitoring, or organizational research (for Senior Administrative Services Analyst).
  • Knowledge of administrative principles and practices, including goal setting and program development.
  • Knowledge of municipal finance software report writing.
  • Knowledge of principles and practices of municipal finance administration and budgeting, purchasing, risk management, treasury, and governmental accounting functions.
  • Knowledge of organizational and administration practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Knowledge of project management, analytical processes, and report preparation techniques; municipal programs such as budgeting, purchasing, risk management, finance, personnel, and other related governmental programs.
  • Knowledge of principles of personnel management including supervision, training, and performance evaluation.
  • Knowledge of research and reporting methods, techniques, and procedures.
  • Knowledge of sources of information related to a broad range of municipal programs, services, and administration.
  • Knowledge of pertinent Federal, State, and local laws, codes, regulations, and reporting requirements.
  • Knowledge of English usage, spelling, grammar, and punctuation.
  • Knowledge of standard office support practices and procedures, including the use of standard office equipment.
  • Knowledge of computer applications related to the work, including word processing, spreadsheet, and database applications.
  • Knowledge of records management principles and practices.
  • Knowledge of techniques for providing a high level of customer service.
  • Knowledge of safe driving principles and practices.
  • Knowledge of safe work practices.
  • Skill in assisting in developing and implementing goals, objectives, policies, procedures, and work standards.

Nice To Haves

  • Additional years of experience may be substituted for the education requirement on a year-for-year basis up to a maximum of two (2) years.
  • Experience utilizing Tyler ERP software is highly desirable.
  • Working in a public agency is highly desirable.

Responsibilities

  • Administer core Administrative Services programs, including municipal budgeting, centralized purchasing, contract administration, risk management, and grant compliance.
  • Conduct thorough research and prepare comprehensive financial analyses, ensure compliance, and produce detailed reports to support executive decision-making.
  • Analyze departmental practices and operational procedures to recommend innovative organizational, procedural, and policy improvements.
  • Provide complex, responsible assistance and expert guidance to various City departments regarding procurement, risk, and fiscal policies.
  • Deliver administrative and analytical backup to Administrative Services management staff and perform other related duties as required.
  • Perform the most complex assignments requiring extensive knowledge and proficiency (as a Senior Analyst).
  • Serve as a subject-matter expert and mentor to professional, technical, and/or administrative support staff (as a Senior Analyst).
