About The Position

This position functions as the Deputy Director for the Office of Diversity Equity and Inclusion (ODEI) with the responsibility of assisting and supporting the ODEI Director, and performing all managerial obligations in the Director's absence. The position is responsible for assisting with the planning, implementing and monitoring compliance of the Department's Equal Employment Opportunity (EEO) Program with responsibilities towards Title VI, Title VII and Title 20. Particularly, this position assists with monitoring compliance with equal opportunity laws, regulations, codes and policies; investigating and mediating complaints of discrimination, harassment, and retaliation; providing assistance, consultation, and training to employees, supervisors and commander/directors to address workplace conflicts, employee grievances, minority business enterprise goals and other occupational and personal problems that may be adversely affecting the employee's work environment or job performance.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Six years of experience in administrative or professional work, to include, EEO/Fair Practices duties.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
  • Candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made.

Nice To Haves

  • Experience managing/supervising/leading employees in an EEO/Fair Practices setting.
  • Experience interpreting and monitoring compliance with Federal and State EEO Laws, regulations and policies regarding Title VII Equal Employment Opportunity and Affirmative Action (Federal and State Programs); Title II ADA, including LEP and Title 20.
  • Familiarity with the EEO investigations and process.

Responsibilities

  • Assists and supports the Director with coordinating, administering and managing all EEO programs in the Office of Diversity Equity and Inclusion for the Maryland Department of State Police to ensure rules, regulations and procedures to the Federal Code of Fair Labor Standards, Title VI and VII, and the State's Code of Fair Practices are followed by employees and commanders/directors and enforced.
  • Assists with oversight of all departmental activities in explaining and interpreting departmental fair practices policies, rules and procedures, State Regulations for affirmative action, equal opportunity, sexual harassment, bullying, employee assistance, and Americans with Disabilities Act compliance to departmental employees.
  • Assists with investigating internal and external complaints, prepares investigative reports, technical position statements, and makes recommendations to Department Administrators on issues concerning EEO compliance.
  • Plans, develops and implements fair practices and EEO program policies and procedures.
  • Interviews complainants and respondents in EEO cases.
  • Provides data collection for the Department's annual EEO statistical and analytical reporting.
  • Oversees the "Step Three" of the Sworn Employee Grievance Process, by holding a mediation conference within 10 days of the receipt from the "Step Two" appeal in which a resolution is sought regarding an employee/Department dispute.
  • Executes all mediation efforts from citizen complaints and department members alleging biased law enforcement activities.
  • Oversees the facilitation of all trainings to Academy recruits and all other MSP personnel, both sworn and civilian.
  • Assists with conducting annual site visits to ensure the Department is in compliance with all EEO postings being displayed in a conspicuous location that is readily accessible to every employee.
  • Supervises the EEO Investigators and monitors the EEO Intake Officer and ensures compliance of the 30/30/10/30.
  • Assist with serving as the Fair Practices liaison for the Bias Based Policing Review Committee to ensure fair and impartial treatment of all MSP employees and EEO compliance.
  • Collects statistical data to analyze and develop strategic plans for MBE compliance.
  • Coordinates the preparation of annual MBE reports as required.
  • Provides data for monthly ODEI reporting to the Superintendent.
  • Other duties as assigned by Supervisor/Command personnel of the Maryland State Police.
