About The Position

The Cabinet for Health and Family Services (CHFS) is seeking an experienced Branch Manager to lead the Assets Management Branch (AMB) team. The AMB plays a critical role in supporting the Cabinet’s mission by overseeing the management of over $45 million in fixed assets, the Cabinet’s insurance coverage, fleet of 320+ vehicles, Records Management System (RMS), eScrap program, and the Procurement, Payables, and Asset Tracking System (PPATS). This leadership role serves as the primary liaison between CHFS agencies and key external stakeholders. The AMB Branch Manager will ensure CHFS assets are managed efficiently, accurately, and in compliance with all regulations, while leading a dynamic team in a complex and fast-moving environment. The agency may authorize the selected candidate to telecommute, but may terminate or modify this arrangement at any time.

Requirements

  • Proven leadership in asset management, finance, or related operations
  • Strong organizational, project management, and multitasking abilities
  • Analytical thinker with problem-solving and process improvement skills
  • Excellent written and verbal communication; collaborative across teams and agencies
  • Proficient in Microsoft Office
  • Valid driver’s license
  • Graduate of a college or university with a bachelor's degree.
  • Five years of professional administrative experience.

Nice To Haves

  • Experience with PPATS and EMARS preferred
  • A master's degree in public or business administration or a related field will substitute for one year of the required experience.
  • Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.

Responsibilities

  • Lead, mentor, and supervise AMB staff, fostering a culture of accountability, collaboration, and high performance.
  • Oversee all asset management operations, including fiscal year inventory closing, annual physical inventories, PPATS management, fleet oversight, and eScrap programs.
  • Coordinate and prepare the comprehensive annual financial report for the Cabinet, ensuring accuracy and compliance with federal and state standards.
  • Develop, implement, and maintain policies and procedures to ensure compliance with applicable laws and regulations.
  • Monitor and manage expenditures for items over $500, ensuring proper tracking of all fixed assets.
  • Collaborate with agency budget personnel to ensure proper funding codes for purchased, leased, or acquired equipment and property.
  • Serve as a strategic advisor to CHFS leadership on asset management policies, procedures, and budget implications.
  • Drive continuous improvement initiatives within AMB to enhance efficiency, data integrity, and service delivery.
