About The Position

The City of Bellingham Public Works team is seeking an ADA & Title VI Coordinator to lead efforts in expanding access and removing barriers for the community. This role ensures compliance with the Americans with Disabilities Act (ADA), Title II of the ADA, Section 504 of the Rehabilitation Act of 1973, Title VI of the Civil Rights Act of 1964, and other applicable federal and state regulations. The Coordinator will evaluate accommodation requests, conduct reviews of City facilities, programs, and policies, and lead the development and implementation of a City ADA Self-Evaluation and Transition Plan. This position will also work with City Council, community commissions, and staff to clarify responsibilities related to disability accommodations, coordinate training for departmental ADA representatives and other City staff, and serve as the City’s Title VI Coordinator, ensuring timely submission of annual Title VI reports.

Requirements

  • Bachelor’s degree in public or business administration, human services, social sciences or a related field.
  • Three (3) years of professional level experience providing consultation, guidance and training in the area of ADA compliance providing disability, accessibility, inclusion and accommodation services for people with disabilities.
  • Three (3) or more years of professional related experience in organizational development, program or project management.
  • Employment contingent upon passing a criminal conviction and local background check.
  • Verification of ability to work in the United States by date of hire.
  • ADA Coordinator Training Certification Program (ACTCP) required within one year of employment.

Nice To Haves

  • Five (5) years’ experience working with municipal government, interdepartmental knowledge and experience preferred.

Responsibilities

  • Develop, design, implement, and evaluate the annual ADA work plan.
  • Draft and update the City ADA Self-Evaluation and Transition plan.
  • Conduct regular reviews of City facilities, programs, and policies to ensure compliance with federal, state, and local laws and regulations.
  • Assist in developing and maintaining the City’s Title VI Plan.
  • Ensure timely submission of annual Title VI reports to the Washington State Department of Transportation (WSDOT).
  • Serve as the primary point of contact for the public regarding ADA concerns and inquiries.
  • Prioritize public inquiries, complaints, and accommodation requests.
  • Ensure appropriate processes are in place for the prompt and equitable resolution of complaints and inquiries.
  • Maintain a record of all disability and accommodation requests, issues, and resolutions.
  • Develop, update, and maintain a database of items related to Title II projects, web accessibility, self-evaluations, and the City’s Transition Plan.
  • Integrate the schedule of modifications with other City planning processes, including the 6-Year Transportation Improvement Program (TIP) and Capital Improvement Plan.
  • Coordinate with project engineers to maintain access/accommodations during capital project construction.
  • Review and provide recommendations to engineering design plans for capital and private development projects in relation to ADA accessibility.
  • Lead City staff in an ADA coordination committee to identify and resolve departmental concerns relating to accessibility matters.
  • Develop and coordinate the training of departmental ADA representatives.
  • Facilitate ADA and disability awareness training for staff.
  • Develop and maintain effective working relationships with City staff and community stakeholders.
  • Participate in community outreach and attend meetings of organizations representing people with disabilities.
  • Serve as primary liaison with relevant state and federal agencies, as well as ADA coordinators of other municipalities and institutions.
  • Work with City Council and City administration to assist individuals and private companies regarding accessibility issues and compliance.
