About The Position

Apogee is hiring a Senior Acquisition Analyst to support Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Program Executive Office for Fixed Wing (PEO-FW). The position supports acquisition program planning, execution, analysis, compliance, and resource management. It is a full-time, on-site role at MacDill Air Force Base in Florida, with 25% travel.

Requirements

Must be a U.S. citizen.
Must have and be able to maintain a Secret clearance.
Must have DAWIA Advanced (formerly Level III) equivalency in Program Management, Engineering & Technical Management, or Test & Evaluation, or be able to attain it within six months of hire with approved customer deferral.
Bachelor’s degree in an acquisition, business, or related field.
10 years of experience working in Federal Government acquisition programs.
Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System.”
Demonstrated experience in a DoD Program Management role, with in-depth resource and financial management expertise and familiarity with DoD financial management systems and regulations.
Demonstrated experience preparing budgets for DoD acquisition programs, including budget exhibits and Congressional briefings.
Demonstrated experience preparing Program Object Memorandum submissions and briefings for DoD acquisition programs.
Experience coordinating and integrating across multiple programs (cross-program/horizontal integration).
Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or a negotiation position.
Ability to properly apply funding rules associated with the obligation of multiple types of appropriations.

Responsibilities

Collect and analyze metrics and requirements from supported organizations.
Develop elements of program acquisition strategies.
Support or conduct portions of market research.
Keep program information current and organize data for management decision-making.
Prepare reports and briefings on program status, policies, and procedures in support of acquisition program milestones.
Support cost/benefit analysis.
Analyze program effectiveness and efficiency and develop recommendations to improve operations.
Respond to data calls and inquiries about program policies and procedures.
Participate in requirements development in support of Senior Managers and Government counterparts.
Monitor programs for compliance with policies and procedures.
Manage program cost, schedule, performance, and risks in accordance with policies and procedures, and formulate proposed mitigations as needed.
Coordinate program information with personnel.
Interpret regulations and directives to determine their impact on programs.
Determine requirements and develop goals and objectives to accomplish the mission of Program Support; work with government counterparts to execute programs according to plans and modify program policies and procedures as regulations change.
Research ways to eliminate program bottlenecks and barriers to production, and support government counterparts in developing solutions to program issues.
Oversee allocation of resources based on program requirements.
