About The Position

ProSource360 Consulting Services, Inc. is seeking an Acquisition Analyst to support the National Institute of Health (NIH). This role involves managing the simplified purchase order process and supporting both simplified and large contract award processes. The analyst will create acquisition packages for various contract types, perform specialized contract award and administration tasks, and research, interpret, and apply acquisition rules, regulations, policies, and procedures.

Requirements

Bachelor’s Degree (B.S. or B.A.) is required.
Proficiency in NIH Purchasing Online Tracking System (POTS) and NIH Business System (NBS) is a must.
Knowledge of the principles of acquisition planning, pre-award processes, contract administration, and price/cost analysis techniques.
Ability to provide critical thinking in a fast-paced Federal acquisition environment.
Strong background in federal procurement.
A minimum of 5 years of relevant experience.
Ability to work a normal 40-hour work week.
Excellent communication, organization, and interpersonal skills.
Ability to work with minimal guidance and supervision.
Current Public Trust or eligibility to obtain a Public Trust.
Knowledge of the Federal Acquisition Regulation (FAR).
Proficiency with Microsoft Office Suite of tools, including SharePoint.

Nice To Haves

More than 5 years of relevant experience is preferred.
Contract experience in federal biomedical research & development, communications, and IT-related acquisitions.

Responsibilities

Manage the simplified purchase order process.
Support the simplified and large contract award process.
Create acquisition packages for simplified and large contracts.
Perform specialized and complex contract award and contract administration work.
Research, interpret, and apply the rules, regulations, policies, and procedures governing acquisitions.
Prepare all pre- and post-award documentation, including market research reports, acquisition strategies, acquisition plans, statements of work, reporting requirements, independent government cost estimates, proposal instructions, evaluation criteria, source sought postings, contract management documentation, and draft CPARS reviews.
Support program offices in preparing pre-solicitation documentation through collaboration with the responsible Contracting Officer’s Representative (COR).
Prepare documents such as AP, AS, IGCE, market research, sole source documents, SOWs, SOOs, PWS, evaluation criteria, J&As, and Limited Source Justifications.
Support internal administrative tracking and planning for NIDDK’s portfolio of acquisitions.
Assist with landscape analysis of relevant best-practice and novel acquisition models, including research and development (R&D) contracting practices to support biomedical research.
Develop COR training materials related to CPARs, Technical Evaluations, and other relevant acquisition processes.
Provide overall project management support for the management, integration, and coordination of all contract activities, including those carried out under subcontracts.
