About The Position

The Department of Community and Human Services (DCHS) Finance Section is looking for an enthusiastic, skilled, knowledgeable, and team player to assist the Revenue Analyst in the Revenue and Accounts Receivable area for the Behavioral Health and Recovery Division. This position is open to all qualified candidates who meet the minimum qualifications. Interviews for this selection process will take place on or around 8/3/2026. Requirements

  • Four years of progressive responsibility in finance, audit, and finance-related project management.
  • Advanced knowledge of financial statement analysis and/or compliance audits.
  • Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
  • Ability to work collaboratively with program managers to secure integrated work products.
  • Intermediate level proficiency with MS Excel.
  • Demonstrated proficiency with MS Office suite.

Nice To Haves

  • Bachelor's degree in business, economics, public administration, or accounting
  • Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting.
  • Knowledge of GAAS auditing standards and GAAP accounting principles.
  • CPA certification.
  • Advanced knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems.

Responsibilities

  • Coordinate tracking and processing of all behavioral health revenue and revenue contracts
  • Submit revenue billings to other agencies, including A-19 processing and interfund transfers
  • Fiscal lead for all federal grant applications and revenue receipts
  • Division lead or support SEFA/SSFA and SAO audit response and reconciliation efforts
  • Assist in the development and implementation of financial and other technical criteria for revenue and expenditure contracts.
  • Oversee accounting and financial reporting systems in area of responsibility, including review of transactions.
  • Manage cash management and receivables processes
  • Develop and manage behavioral health revenue budget and budget tools
  • Ensure POETA accounting structure is up to date and accurate
  • Review FAIN tables for completeness and accuracy
  • Review expenditures for compliance with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
  • Support fiscal year-end close processes as needed, including revenue accruals
  • Oversee monthly financial reporting to management, program staff, and other partners.
  • Coordinate, interpret, and implement federal, state, county, and local laws, policies, and procedures as necessary.
  • Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
  • Assist with department-wide financial management as needed.
  • Other duties as assigned.
