About The Position

The Southwest Florida Water Management District (District) is seeking an Accounts Payable (AP)/Payroll Supervisor to join its Finance Bureau. This role will oversee the daily operations of the AP and Payroll sections, ensuring accurate, timely, and compliant processing of vendor payments and employee payroll in accordance with federal, state, and local regulations, internal policies, and governmental accounting standards. The Supervisor will provide leadership, technical expertise, and quality control in a fast-paced, team-oriented environment. Requirements

  • Bachelors degree (or higher) in accounting, finance or related field
  • Six (6) years related work experience (equivalent combination of education and experience is accepted)
  • Two (2) years of supervisory experience
  • Valid driver’s license
  • Masters degree (or higher) in accounting, finance or related field
  • Eight (8) years related work experience (equivalent combination of education and experience is accepted)
  • Four (4) years of supervisory experience

Nice To Haves

  • Experience in finance, accounting, budgeting or related disciplines in a governmental entity.

  • Experience with extracting data from accounting and payroll systems
  • Experience with both accounts payable and payroll processing.

Responsibilities

  • Supervise the processing of vendor invoices, credit memos, and payment disbursements.
  • Ensure compliance with internal controls, procurement policies, grant requirements, district policies and procedures, and applicable state and federal regulations.
  • Review and approve AP vouchers, vendor file maintenance, and weekly payment runs.
  • Monitor AP aging, resolve discrepancies, ensure adequate documentation is maintained, and coordinate with bureaus to ensure proper coding and documentation.
  • Assist and help oversee annual 1099 reporting and ensure accuracy of vendor tax information.
  • Supervise, coordinate, and facilitate the preparation and processing of payroll for all employees.
  • Ensure compliance with FLSA, IRS regulations, state statutes, FRS, and internal policies.
  • Review payroll registers, deductions, benefits, garnishments, and adjustments for accuracy.
  • Ensure timely remittance of payroll taxes, retirement contributions, and other required withholdings.
  • Maintain payroll records and oversee year‑end W‑2 processing.
  • Provide direct supervision, training, and performance evaluations for AP and Payroll staff.
  • Develop and implement internal controls, standard operating procedures, and process improvements.
  • Serve as a subject‑matter expert for financial systems related to AP and Payroll functions.
  • Coordinate with HR, Budget, and other bureaus to ensure accurate financial and personnel data.
  • Assist with internal and external audits by preparing documentation and responding to inquiries.
  • Assist in month‑end and year‑end closing activities related to AP and Payroll.
  • Support budget development by providing financial data and analysis.
  • Maintain confidentiality of sensitive financial and personnel information.
  • Perform other duties as assigned to support the Finance Bureau.
