About The Position

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Join the Louisiana Department of Health's Office of Management and Finance and play a key role in managing complex financial operations that support one of the state's largest agencies. This position offers the opportunity to lead grant and financial reporting activities, oversee cost allocation and accounting processes, and help ensure the responsible stewardship of more than $19 billion in public funds while supporting programs that improve the health of Louisiana's communities.

Requirements

  • Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Manage federal grant accounting activities, including financial reporting, reconciliations, reimbursement requests, and grant setup to ensure compliance with federal and state requirements.
  • Prepare and analyze quarterly, semi-annual, annual, and year-end financial reports, including Federal Financial Reports (FFRs), CMS 435 reports, and other required fiscal reporting documents.
  • Monitor agency revenues, expenditures, and cash flow; develop financial projections and recommend adjustments to support sound fiscal management.
  • Maintain and reconcile complex accounting records, prepare adjusting entries, and establish accounting structures, internal orders, and cost centers within the LaGOV financial system.
  • Coordinate with agency staff, program personnel, auditors, and state and federal partners to resolve financial issues, ensure accurate reporting, and support grant compliance and monitoring activities.
  • Collect, analyze, and maintain financial and audit documentation to support federal monitoring visits, independent audits, and compliance with applicable regulations.
  • Provide technical guidance and financial support to assigned agencies while identifying opportunities to improve accounting processes, reporting accuracy, and operational efficiency.
