This position analyzes financial transactions and prepares documented financial statements and reports to control and account for funds and to analyze and project financial data. Work supports essential programs including Children and Youth Services and Juvenile Probation and the people they serve.

Requirements

  • One year of professional accounting experience and graduation from a four year college or university, including or supplemented by 15 credits in accounting; or One year as a Fiscal Technician and 15 college credits in accounting; or Five years of bookkeeping experience; and 15 college credits in accounting.
  • You must meet the PA residency requirement.
  • You must be able to perform essential job functions.
  • A conditional offer of employment will require a medical examination and a drug screening.
  • This position falls under the provisions of the Child Protective Services Law. Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.

Responsibilities

  • Assist in preparing and modifying program budgets for the use of state and county funds
  • Help prepare fiscal forms for annual plans; develop and maintain agency manuals and detailed instructions for fiscal processes; and train fiscal technicians
  • Post invoices from service providers, prepare and submit foster care invoices, and process other program invoices as needed
  • Help prepare general ledger reports and trial balances, journal entries, cost allocations; reconcile client income; and oversee and verify the completion of service provider contract files
  • Prepare income calculations for Title IV-E Foster Care eligibility and medical assistance determination before applications are sent for approval; maintain eligibility and status records
  • Pull and analyze reports, gather information, and conduct internal audit of petty cash fund
