About The Position

Under the direction and supervision of the Lucas County Child Support Enforcement Agency Fiscal Supervisor or designee, the Account Clerk Specialist is responsible for a variety of accounting transactions and mathematical computations for updating and maintaining records. This role involves tracking various accounts and assisting clients, attorneys, court, outside agencies, and CSEA personnel with case handling. The incumbent will also perform various administrative duties, review, update, and computerize Court Orders, conduct audits, process emancipations, make decisions, handle problems, and determine priorities according to standard operating procedures.

Requirements

  • Associate degree from an accredited college or university in Accounting, Mathematics, Legal or related field plus one (1) year of proven experience performing increasingly complex and progressively responsible clerical and mathematical duties.
  • Analytical skills.
  • Ability to work independently and maintain accuracy.
  • Proficiency in performing computer operations (e.g., Ohio Benefits, SETS, Outlook, Smart Remote, Smart Image Viewer, Word, Excel, EDMS, and other related software on the State computer system).
  • Proficiency in typing/data entry/word processing.
  • Willingness to take on challenges not described above as requested by management within the Agency or from outside of the Agency.
  • Ability to remain current/up-to-date with all changes and new procedures that affect the Agency.
  • Ability to work alone with little or no supervision and make adjustments to situations as they arise.
  • Ability to expeditiously process all work on time, and as assigned.
  • Ability to use Ohio Benefits proficiently and understand pertinent screens.
  • Ability to use EDMS and OnBase.
  • Ability to use court programs proficiently and understand pertinent screens.
  • Ability to use and fully understand SETS financial screens.
  • Ability to perform intermediate mathematical operations (addition, subtraction, multiplication, and division of fractions, decimals, and percentages).
  • Ability to explain legal or technical material to others.
  • Ability to extract information from various sources.
  • Ability to gather, collate and summarize data.
  • Ability to handle contacts with outside Agencies.
  • Ability to listen for problems or issues and provide responses or explanations.
  • Ability to maintain accurate records.
  • Ability to prepare correspondence.

Nice To Haves

  • A valid driver’s license is preferred along with a driving record that meets Lucas County insurability standards.
  • Three (3) years of documented related work experience with the above-mentioned skill set may be considered in lieu of a degree.

Responsibilities

  • Operate small office machinery such as fax, calculators, and photocopiers.
  • Assist client walk-ins and clients via telephone.
  • Respond in writing to clients, attorneys, etc.
  • Complete and process complex court orders.
  • Complete complex audits including offset cases.
  • Assist Agency personnel with questions and explanations.
  • Perform multiple participant emancipations for cases.
  • Perform the necessary steps for a change of custody.
  • Work C.S.B. and IVE cases and understand how to properly add to SETS.
  • Use Ohio Benefits proficiently and understand pertinent screens.
  • Use EDMS and OnBase.
  • Use court programs proficiently and understand pertinent screens.
  • Use and fully understand SETS financial screens.
  • Work on complex cases from start to finish.
  • Take instructions from supervisor and perform specific tasks that may be inconsistent with normal operating procedures.
  • Perform provisional audits for the courts and legal staff.
  • Utilize all available resources.
  • Complete forms/reports.
  • Comprehend written material.
