About The Position

The City of Hampton is seeking a Zoning Official / Sr. Zoning Official to join their dynamic Community Development Department. This role involves performing day-to-day zoning administration functions, including zoning determinations, appeals, and development review. The position also provides staff support to the Board of Zoning Appeals under the supervision of the Zoning Administrator/Deputy Zoning Administrator and the Planning and Zoning Administration Division Manager. Collaboration with the City Attorney's Office to maintain legal currency of the zoning ordinance and alignment with public policy is also a key aspect of this role. The ideal candidate is a detailed, creative problem-solver who thrives in a fast-paced environment, is a versatile team player, passionate about customer service, and an effective communicator.

Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree in Planning, Public or Governmental Administration or a related field of study.
  • Minimum of one (1) year direct work experience in any of the following areas: regulatory, plan review, quality assurance, architecture, engineering, drafting, construction or legal environment (for Zoning Official).
  • Minimum of three (3) years working in a municipal government environment with planning, zoning, flood, or environmental regulation experience (for Sr. Zoning Official).
  • Minimum of two (2) years’ experience as a practitioner in development review, drafting ordinance amendments, or interpreting ordinances (for Sr. Zoning Official).
  • Knowledge of zoning laws and related ordinances.
  • Knowledge of legal procedures as they relate to the enforcement and administration of the Zoning Ordinance and related ordinances.
  • Advanced project management skills to include skill in reading and interpreting architectural and engineering drawings, construction documents and specifications, site plans, property plats, property deeds, easement agreements and environmental studies and reports.
  • Good proficiency in the operation of a personal computer; familiarity with one or more specialized automated systems used in regulation of land use, development and code enforcement (for Sr. Zoning Official).
  • Must possess a valid driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
  • Must successfully pass a background check related to this position prior to an offer of employment or promotion.

Nice To Haves

  • Experience in municipal government preferred (for Zoning Official).
  • Customer service experience requiring the resolution of challenging customer issues preferred (for Zoning Official).
  • Certification by the American Institute of Certified Planners (AICP) and/or certification as a Zoning Official by the Virginia Association of Zoning Officials (VAZO) is preferred.
  • Any combination of successful education and experience that confers equivalent knowledge and ability may serve to satisfy this requirement.

Responsibilities

  • Perform most aspects of the day-to-day zoning administration functions related to zoning determinations, appeals, development review.
  • Provide staff support to the Board of Zoning Appeals.
  • Work closely with the City Attorney's Office to ensure the City's zoning ordinance is kept legally current.
  • Collaborate with appropriate staff to ensure that the ordinance is aligned with current public policy.
  • Establish and maintain exceptional customer service while maintaining high standards of accuracy and efficiency in a timely manner.
  • Communicate effectively both orally and in writing.
  • Establish and maintain harmonious working relations with co-workers and internal and external customers.
  • Foster effective public relations and work effectively with diverse groups.
