About The Position

The Town of Essex is seeking a Zoning Administrator & Health Officer to join their Community Development team. This full-time position involves administering land use regulations, including zoning and subdivision bylaws, Vermont state laws, and Town policies. The role requires exercising judgment in the interpretation and enforcement of these regulations, establishing positive relationships with various stakeholders, and administering the zoning permit process. Additionally, the position serves as the Town's Health Officer, administering health regulations through on-site inspections and addressing alleged violations. Responsibilities include responding to inquiries, investigating complaints, issuing permits and notices, and maintaining inspection records.

Requirements

  • Performs duties of a technical nature requiring exercising considerable judgment in the application, interpretation and enforcement of zoning and subdivision bylaws, Vermont state laws, Town policies and established professional standards.
  • Establish positive relationships with developers, property owners, contractors, engineers, and the general public in administering technical and procedural requirements.
  • The Town of Essex will consider any combination of education and experience that allows for successful performance in this role.
  • This is a full-time hourly position covered by our AFSCME union contract.

Responsibilities

  • Administers the zoning permit process, reviewing plans for land use change and building construction or alteration to determine compliance with local land use regulations.
  • Serves as the Town's Health Officer: administers health regulations by making on-site inspections of construction and alleged violations.
  • Receives and returns phone calls and meets with the general public, property owners, and builders to exchange information on zoning and health regulations and aids applicants with filing applications.
  • Investigates complaints of alleged zoning violations and takes appropriate enforcement action as required.
  • Issues sign permits; issues zoning permits, certificates of occupancy, notices of violation; maintains associated inspection records.
