About The Position

The Division of Youth Services (DYS) is dedicated to protecting, restoring, and improving public safety by providing effective supervision, promoting accountability to victims and communities, and helping youth lead constructive lives through positive youth development. DYS operates healthy, trauma-responsive organizational environments characterized by prosocial, safe, and non-violent interactions. The Division offers a continuum of services including juvenile detention, assessment, commitment, and parole, and is statutorily mandated to care for youth committed to the custody of the Colorado Department of Human Services. DYS operates 15 secure facilities serving youth aged 10-21 who are pre-adjudicated, sentenced, or committed. Additionally, DYS manages and oversees the Colorado Youth Detention Continuum for youth at risk of entering the juvenile justice system and administers juvenile parole services statewide. The Division is committed to increasing staff diversity and providing culturally responsive programs, encouraging applications from individuals of diverse backgrounds and abilities.

Requirements

  • High school diploma or General Education Diploma (GED)
  • Two (2) years of professional experience in an occupational field related to the work assigned to the position.
  • Employees are typically on their feet during the entire shift.
  • Employees must frequently climb stairs in the performance of job duties.
  • Employees must be willing and able to physically intervene with assaultive youth.

  • Disclosure of any disciplinary termination or resignation in lieu of termination from former State employment is required.

Nice To Haves

  • College education in a behavioral health and/or juvenile justice-related field.

Responsibilities

  • Oversee or provide supervision for direct care Youth Services Specialists.
  • Manage scheduling of staff, movement of youth, admissions/releases, orientation, security/control functions, educational support, daily programming, recreation, meals, medical referral and follow-up, and customer service.
  • Identify, report, document, and intervene in subordinate staff performance concerns.
  • Model, uphold, and ensure compliance with DYS Policy and QAYS DYS Compliance Standards by subordinate staff.
  • Integrate goals and principles of trauma responsiveness/Sanctuary Model, DYS Strategic Plan, and other programmatic initiatives as a member of the Youth Center Leadership Team.
  • Maintain professional boundaries according to Policy S-3-30 - Professional Conduct and Policy S-3-20 - Relationships Between Employees and Youth.
  • Supervise subordinate staff in providing safe, secure, and trauma-responsive direct care of pre-adjudicated and adjudicated youth in a locked setting.
  • Teach, lead, inform, monitor, and coach subordinate staff in daily tasks, ensuring timeliness and quality of work.
  • Supervise subordinate positions through verbal or written directives, document performance concerns, and apply the Reflective Supervision model.
  • Understand programming intent and structure and supervise to these expectations.
  • Oversee and ensure quality control of intake and/or release of youth.
  • Provide support, feedback, coaching, and training to employees, reflecting the Sanctuary 7 Commitments.
  • Complete performance management evaluations (PMPs), Position Descriptions, and other required personnel documentation.
  • Participate in the hiring process and assist with staff retention through onboarding, orientation, Reflective Supervision, and the Field Training Officer (FTO) program.
  • Review, update, and suggest procedural, scheduling, and operational changes.
  • Plan, support, and direct professional development of staff.
  • Train staff on relevant policies and procedures.
  • Ensure subordinate staff complete all required annual and ongoing professional development training.
  • Resolve informal staff grievances.
  • Provide formal/informal performance feedback.
  • Initiate progressive discipline in accordance with established rules and policies.
  • Assign duties to staff within their job classification.
  • Provide direct supervision of YSS I and YSS II staff.
  • Conduct monthly formal Reflective Supervision sessions with subordinate staff.
  • Provide supervision, coaching, and mentoring to direct care staff, recognizing strengths and identifying areas for improvement.
  • Oversee daily Youth Center operations and/or departments as assigned.
  • Provide verbal and written instructions and directives regarding daily operations.
  • Ensure completion of formal and informal counts throughout the shift.
  • Evaluate incidents, provide information to minimize assaultive behaviors, and communicate pertinent information.
  • Monitor the location, movement, safety, and condition of youth.
  • Demonstrate effective crisis intervention and respond to and assess possible crisis situations.
  • Ensure debriefs of crises or emergency situations occur within required timeframes.
  • Utilize Emergency Response Protocols and conduct tests and drills.
  • Ensure physical plant, sanitation, and hygiene standards are met.
  • Ensure adherence to DYS Policy 9.8 regarding Critical Incidents.
  • Assist and oversee Shift Supervision duties.
  • Ensure staff are assigned to appropriate post assignments and properly positioned for intervention and crisis response.
  • Ensure staff actively use effective communication, verbal de-escalation, and strength-based approaches.
  • Authorize and oversee the use and removal of mechanical restraints and Seclusion.
  • Participate in, oversee, and monitor student Individual Growth and Change Plans or other Safety and Behavioral Agreements.
  • Provide direct security coverage when necessary.
  • Ensure staff complete inspections and/or Youth Center searches as per DYS Policy and Quality Assurance Standards.
  • Report and record all discrepancies to Administration.
  • Ensure the initiation and implementation of safety contracts, safety planning, and notification to mental health personnel.
  • Actively supervise to support prevention of sexual contact and promote adherence to all PREA Policies and Federal Standards.
  • Supervise and maintain youth center programming, ensuring all program activities are completed and documented.
  • Lead and role-model the consistent implementation of trauma-responsive tools and interventions, the DYS Strategic Plan, and the DYS Treatment Model.
  • Implement and follow Youth Center programming with positive engagement.
  • Model, supervise, teach, train, coach, and enforce proper implementation of the Youth Center’s behavior management program.
  • Lead and train staff in facilitating daily Problem Solving Groups, Sanctuary Psycho-educational Groups, and other skills-based/educational groups.
  • Provide on-the-floor, in-the-moment coaching of staff in Safe Correctional Practices, Trauma Informed Care, and building 1:1 rapport.
  • Enforce established safety and security rules and adherence to DYS Safe Practices.
  • Supervise and direct daily living and leisure activities.
  • Ensure youth receive orientation to agency and living unit rules, procedures, and routines.
  • Ensure all basic rights and needs of youth are satisfied and that dignity and respect are demonstrated.
  • Review Minor Rule Violations and approve proper interventions.
  • Ensure youth complete assigned interventions.
  • Ensure Minor and Major Rule Violations coincide with prevailing DYS Policy.
  • Conduct Major Rule Violation Hearings and provide constructive feedback to staff writing incident reports.
  • Uphold due process requirements and implementation of Restorative Community Justice (RCJ) and interventions.
  • Respond to and resolve youth grievances.
  • Act as first public contact with the agency when necessary.
  • Act as Youth Center Supervisor, guiding all operations when Superintendent and Assistant Superintendent are off-site.
  • Monitor safety and security of volunteer/contractor activities and vocational programming.
  • Ensure positive relationships with teachers and administrators and support educational initiatives.
  • Supervise and oversee accurate documentation of all daily Youth Center operations.
  • Assist in reviewing, writing, training, and implementation of DYS Policies and QAYS Youth Center Standards.
  • Ensure completion of documentation for Youth Center and youth searches.
  • Ensure completion of documentation for all unit activities and relevant information on logs.
  • Ensure proper documentation of Suicide Precaution Monitoring (SPM), Individual and Group Growth and Change Plans, NDR status, Seclusion, and Medical Watch.
  • Review and record all legal documentation and required information in the youth’s file and the TRAILS database.
  • Document the receipt and release of all youth medication(s).
  • Perform shift briefings with oncoming staff.
  • Review and ensure all meal tracking sheets are completed accurately.
  • Complete all documentation as required and/or directed by established deadlines.
  • Attend training classes for all DYS mandatory training subjects and professional development training.
  • Complete Department mandatory quarterly training.
  • Demonstrate, support, and contribute to a healthy, positive, and respectful cultural climate.
  • Communicate with internal/external customers, residents, subordinate staff, and co-workers in a professional manner.
  • Adhere to the CDHS Code of Conduct, the Sanctuary 7 Commitments, and support the 5 Key Strategies.
  • Be informed of and adhere to prevailing legal standards, CDHS Policy, DYS Policy, and QAYS Youth Center Standards.
  • Adhere to State Personnel Board Rules, and CDHS and DYS Policy regarding work schedule, timekeeping, and leave practices.
  • Complete other duties as assigned and follow supervisors requests and directives.
