This position is responsible for the inspection, researching, evaluation, and estimation of repairs in addition to the proper coding of and preparation of Billing Repair Card estimates & documentation required to maintain company, lessee, and customer fleets. Nature and Scope: This position reports to the Write Up Supervisor, who in turn reports to the Repair Manager. The main responsibility of the incumbent is to review any and all documentation relating to the car shopping, to perform a thorough inspection of the car identifying defects/repairs, to prepare a detailed Billing Repair Card Estimate identifying the required repairs, & to prepare all needed inspection documentation. This is accomplished through the performance of a thorough inspection of the car resulting in the detection of items in need of repair and conditions not meeting specific shopping requirements. After defects/repairs are noted, the incumbent is responsible for the accurate estimation of repairs, as well as the preparation of all other necessary documents needed in conjunction with the repairs. All billing repair card codes, labor hours, & repair materials needed must be estimated and properly coded. The incumbent performs final inspections as required. In order to perform inspection activities, the incumbent must be trained in various inspection processes per FRA regulations. This training is extensive and can cover many areas/processes. He/she must possess a working knowledge of current Fleet Repair Standards, AAR & FRA regulations, and keep up-to-date on continually emerging changes/additions to these standards and regulations. He/she must be able to interpret standards, regulations and shopping instructions as they apply to the repair process. In addition to inspection of cars, the incumbent must identify repairs to be made and thoroughly understand the repair processes he/she is recommending. The incumbent is responsible for ensuring write-ups are performed in a timely and accurate manner, instructions for repairs are clear, and that final inspections reveal all required work was performed in a quality manner. The incumbent must also be able to identify possible claims the company may have against the lessee, i.e., corrosion, loading rack damage, etc. and follow through to an equitable solution. To effectively perform in this regard, the incumbent may interface with railroads, and various Union Tank Car Marketing areas on a daily basis with regard to his/her inspection findings. In performing all of his/her duties and responsibilities, the Write-Up Inspector works alone and uses his/her own judgment and discretion, unless something is highly unusual or unprecedented. It is important that inspections and estimates are handled quickly, thoroughly and accurately. Improper or inadequate handling of write-ups, repairs and claims could cause Union Tank Car Company to lose a great deal of money as well as customer satisfaction. The incumbent works to meet internal and external customer expectations at all times by fully applying oneself to the task involved, preventing errors, and developing and implementing personal quality improvement projects. In addition, the incumbent is required to understand the Responsible Care Management System and actively participate in activities outlined therein.
