About The Position

Oakland County is seeking a skilled Business Systems Supervisor for the Water Resources Commissioner’s Office. This hybrid position involves leading the performance, integration, and reliability of critical business applications. The role requires a systems expert to manage and support the WRC’s largest and most complex software systems, including asset management and enterprise applications like Esri ArcGIS. You will serve as a Subject Matter Expert (SME) for system integrations, oversee technical staff, analyze business processes for optimal efficiency, and collaborate with various county departments and vendors. This is an opportunity to play a critical role in supporting community infrastructure and services, work with advanced systems, and lead innovation in how systems support business operations.

Requirements

  • Possess a Bachelor’s degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, or a related field of study, and at least five (5) years of relevant full-time work experience, including two (2) years managing the support and implementation of commercial off-the-shelf IT applications.
  • OR Possess an Associate’s degree or equivalent education from an accredited college or university including four computer or information systems courses, and at least seven (7) years relevant, full-time work experience, including four (4) years managing the support and implementation of commercial off-the-shelf IT applications.
  • Ability to communicate technical and complex information both verbally and in writing.
  • Ability to establish and maintain cooperation, understanding, trust, and credibility.
  • Ability to perform multiple tasks.
  • Attention to detail due to highly critical tasks.
  • Ability to operate a motor vehicle and/or be a passenger.

Nice To Haves

  • Previous team leadership and/or supervision experience preferred.
  • Knowledge of Tyler Technologies EnerGov, Trimble Cityworks support, maintenance, and integration with other solutions.
  • Strong knowledge of IT principles, methods, and practices.
  • Strong oral and written communication skills.
  • Experience creating process/data mapping diagrams using Visio or similar software.
  • Demonstrated ability to work well under pressure and adapt to changing circumstances.
  • Considerable strong interpersonal and problem-solving skills.

Responsibilities

  • Lead the implementation, support, and maintenance of the WRC’s largest and most complex software systems, including asset management and enterprise applications like Esri ArcGIS.
  • Serve as the Subject Matter Expert (SME) for system integrations between WRC applications and other County platforms.
  • Oversee and support technical staff, ensuring timely resolution of user questions, issues, and system requests.
  • Analyze and understand business processes across all WRC divisions to ensure systems are configured for optimal performance and efficiency.
  • Collaborate with Oakland County Information Technology, vendors, and internal partners such as Purchasing, Fiscal Services, and the Treasurer’s Office.
  • Lead WRC working groups to align overall business processes.
  • Utilize countywide and department-specific software tools to support operations and continuous improvement.
  • Ensure that WRC software solutions are configured to support the appropriate business processes of the users.
  • Provide recommendations to Managers to improve business processes.
  • Identify and execute software configuration changes that are required to complete workflows and processes.
  • Ensure staff is trained with the latest information so that they can quickly address end-user software problems and questions.
  • Provide coaching and supervision to support employees to sustain/improve their performance.
  • Build and sustain a collaborative and team-oriented work environment.
  • Perform project management duties for upgrades and implementations of new applications.
  • Provide technical guidance to other staff assigned to projects.
  • Configure and deploy required system enhancements.
  • Work with vendors to execute system upgrades.
  • Create and perform preliminary software testing to determine if an upgrade is ready for User Acceptance Testing (UAT).
  • Train users in the operation of their upgraded software system to ensure that they are ready for UAT.
  • Create a comprehensive UAT plan and ensure its execution by end users.
  • Work with end users to develop requirements for reports and dashboards.
  • Develop quality control reporting to ensure that users are using the system correctly and efficiently.
  • Work with users to understand their business process flows and to seek improvement from the design and utilization of their software application.
  • Act as a liaison between the WRC and Oakland County Information Technology.
  • Create or modify reports using a variety of report generating software packages such as Power BI and Crystal Reports or similar software.
  • Export system data for analytics.
  • Work outside of normal business hours when required for implementations, upgrades, or emergency troubleshooting.
  • Utilize current countywide and/or department specific software to complete assignments.
  • May perform IT needs assessments and prepare IT project Scope and Approach and ROI Cost savings documents.
  • May be required to review Scope of Services or other legal contractual documents.
  • May validate and process vendor invoices.
