About The Position

The Information Technology Department (ITD) is seeking to fill one (1) full-time Workforce and Budget Analyst vacancy in the Administration Division. This role is responsible for various human resources (HR) functions, such as full-cycle recruitment, temporary hiring, onboarding and offboarding, leave of absence, Worker’s Compensation, and safety. In addition, this position will aid in the development and administration of annual budgets, provide financial analysis to support managerial action. This position will report directly to the Senior HR Analyst. This is an exciting opportunity for individuals passionate about human resources and budgetary management in the public sector. The position requires attention to detail, strong communication and organizational skills, and the ability to build effective working relationships with all department staff and other key stakeholders within the City of San José. The Workforce Financial Analyst I/II position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change. The City currently mandates a 32-hour on-site and 8-hour remote work week.

Requirements

  • Analyst I: A Bachelor's Degree from an accredited college or university.
  • Analyst II: A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Nice To Haves

  • Experience in Applicant Tracking Systems (ATS) such as NEOGOV, Taleo, Workday, etc.
  • Experience with PeopleSoft modules, such as queries, reports, transactions, payroll, etc.
  • Experience with SharePoint sites, libraries, and permission management.
  • Experience with Microsoft 365 Applications: Outlook, Word, Excel, PowerPoint, and Teams.
  • Experience with Financial Management Systems such as Cayenta, Hyperion, and Workday.

Responsibilities

  • Coordinate high-volume and multi-hire recruitments, ensuring streamlined coordination and consistent communication with stakeholders.
  • Serves as liaison between the department’s hiring managers and the Human Resources Business Partner to ensure alignment to recruitment protocols and timely filling of vacancies.
  • Fingerprint applicants, temporary hires, and volunteers.
  • Track and report on recruitment metrics, including vacancy rates, time-to-fill, and other key performance indicators.
  • Coordinate and process temporary staffing requests, including the preparation and submission of required memos and documentation.
  • Provide training to department staff on internal and citywide processes and procedures.
  • Manage the department’s onboarding and offboarding processes.
  • Coordinate and attend career fairs and other special events.
  • Manage the division’s SharePoint site and digital files.
  • Process various employee requests and provide guidelines and policies as needed.
  • Provide support with performance management and appraisals, Workers' Compensation, leaves of absence, temporary accommodation, training, Volunteer/Intern Program, and department safety compliance.
  • Participate in process improvement initiatives to enhance HR and financial functions to increase operational efficiency.
  • Support the development and administration of annual budgets, five-year forecasts, mid-year reviews, year-end adjustments, and budget reporting.
  • Perform cost analysis and provide financial data to support cost allocation plans and leadership decisions.
  • Participate in special projects as needed.
