About The Position

The Environment, Safety, and Health (ESH) Directorate is seeking a Work Planning & Control (WP&C) Functional Area Manager to lead a critical Laboratory-wide program that enables safe, disciplined, and effective work execution. ESH manages more than 100 complex programs across the Laboratory, with a budget of $90 million and a workforce of more than 450 employees. In this leadership role, you will provide strategic direction, management oversight, and technical leadership for the WP&C functional area and its team of more than 60 professionals. Reporting to the Integrated Work Management (IWM) Department Manager, you will ensure the Laboratory’s WP&C program is effective, efficient, and consistently implemented in support of the Laboratory’s mission. This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in science, engineering, or ESH-related field, or the equivalent combination of education and extensive related experience.
  • Significant experience leading a program at a large company or national laboratory, including experience with strategic planning, workforce planning, budget management, organizational dynamics, and establishing strategic and operational goals.
  • Significant subject matter expertise in DOE Work Planning & Control requirements, including the ability to assess applicability, operational impact, and implementation challenges.
  • Extensive experience building strong working relationships and trust with a demanding operational base, leading staff to achieve high standards of partner-focused service.
  • Experience working with cross-functional management teams to develop organizational strategy, objectives, measures, and goals.
  • Expert situational awareness, problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems impacting a large organization.
  • Significant experience in performance management and supervision of staff and managers, including career development, annual performance appraisals, and salary administration.
  • Highly effective communication, facilitation, negotiation, and conflict resolution skills, with the ability to influence all levels of internal and external leadership.

Nice To Haves

  • Master’s degree in a science, engineering, or ESH-related field.
  • Experience collaborating with other DOE or NNSA sites, including WP&C matters.
  • Experience serving as the primary point of contact for in-field safety program implementation and interface.
  • Understanding of nuclear facility requirements related to planning and controlling work.
  • Experience leading or integrating safety programs across multiple hazard domains.

Responsibilities

  • Serve as an integral member of the IWM management team to formulate and execute strategic plans and goals, and to steward a WP&C program that is clearly understood and consistently implemented across the Laboratory.
  • Provide overall leadership, direction, technical oversight, and accountability for the FA while managing the delivery of an innovative, effective, and partner-focused WP&C program.
  • Engage WP&C FA partners and stakeholders to ensure comprehensive integration and teaming, operating as a valued and trusted partner in enabling safe mission execution.
  • Build and sustain trusted relationships with DOE Livermore Field Office, line management, and ESH stakeholders to resolve complex, sensitive, and high-impact technical issues.
  • Advise Directorate and Laboratory senior management on broad WP&C matters and drive alignment on issues that affect organizational performance and mission execution.
  • Evaluate and maintain meaningful, data-driven performance measures that accurately reflect the health and effectiveness of the WP&C program.
  • Lead workforce planning activities for the functional area, including hiring, retention, succession planning, career development, and performance management.
  • Participate in EFCOG (Energy Facility Contractors Group) working groups and benchmark with other DOE sites to identify, share, and implement best practices that support continuous improvement.
  • Perform other duties as assigned.
