About The Position

The Wireless Communications Program Manager oversees a wireless communications technician and provides leadership and technical expertise in the development, management, security and administration of the citywide radio system. The successful candidate will work under limited supervision and within broad policy and organizational guidelines, independently plan and implement projects, and report the progress of activities through regular meetings and reports. A successful candidate will ensure smooth operations and addressing issues related to wireless communication systems. Reports directly to the City’s Emergency Management Coordinator Applicants are required to attach a resume and cover letter.

Requirements

  • Associate’s degree from an accredited college or technical degree with major coursework in Electrical Engineering, Computer Engineering, Computer Science, Telecommunications or a related field, plus six (6) years of related experience, two (2) years of the required experience must have been in a supervisory or lead position.
  • OR Bachelor’s degree from an accredited college or university in Electrical Engineering, Computer Engineering, Computer Science, Telecommunications or a related field and four (4) years of full-time relevant experience, two (2) years of the required experience must have been in a supervisory or lead position.
  • OR An equivalent combination of education and experience.
  • Thorough understanding of procedures, techniques, tools, and equipment used in the installation, maintenance, and repair of wireless radio systems and subsystems.
  • In-depth knowledge of electronic and wireless communication theory, including digital, analog, and radio frequency trunked systems and circuitry.
  • Familiarity with APCO Project 25 technology and standards, Motorola digital communication platforms, and CAD/MDC operations.
  • Extensive knowledge of VHF, UHF, and trunked 700/800/900 MHz systems with a public safety emphasis.
  • Understanding of wireless equipment repair practices, billing processes, FCC rules and regulations, Local/State/Federal interoperability requirements, and applicable wireless communications legislation.
  • Comprehensive knowledge of networking technologies, Windows operating systems (Windows 2000 through Windows 7 and later), PCs, laptops, printers (laser, inkjet, and barcode), and structured cabling systems.
  • Proficiency with Microsoft Office Suite, Adobe Acrobat Professional, GIS software, asset management systems, and work order software.
  • Knowledge of internet remote access, IT security management, and Microsoft Intune administration.
  • Experience with wireless standards and technologies.
  • Knowledge of antenna design, signal processing, and radio propagation principles relevant to public safety and municipal communication systems.
  • Principles and practices of staff supervision, leadership, performance evaluation, and team development.
  • Methods and techniques of project planning, scheduling, coordination, and implementation for complex communication infrastructure projects.
  • Effective customer service principles and practices to ensure responsive, professional, and courteous communication with internal departments, external partners, and the public.
  • Applicable federal, state, and local codes and regulations governing wireless radio systems, and methods for evaluating technical compliance and adherence to standards.
  • Communicating effectively, both orally and in writing, with technical and non-technical audiences.
  • Planning, managing, and scheduling projects while adapting to changing priorities and unforeseen challenges.
  • Applying communication system design and construction practices to wireless infrastructure projects.
  • Delivering high-quality customer service and maintaining effective working relationships with internal and external stakeholders.
  • Using computers and related software, including Microsoft Word, Excel, Outlook, and specialized radio network applications.
  • Managing construction schedules, resolving technical or logistical issues, and employing creative problem-solving techniques.
  • Practicing effective time management, organization, and multitasking to meet operational goals.
  • Applying and interpreting codes, standards, and technical specifications relevant to wireless radio systems.
  • Reviewing and interpreting schematics, connectivity diagrams, and system status reports.
  • Preparing and reviewing technical documents, specifications, reports, and transmittals.
  • Interpreting policies, procedures, contracts, laws, and regulations to ensure organizational compliance.
  • Mentoring, training, and developing staff to enhance technical competency and professional growth.
  • Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three (3) year driving history.

Nice To Haves

  • One or more Motorola or industry standard technical certifications preferred, such as APCO Institute Radio Technician Certificate or National Association of Business and Educational Radio (NABER) certification as Radio Technician, NARTE or an FCC technician Class license.

Responsibilities

  • Directs, supervises, and evaluates wireless communication technicians.
  • Serves as the City’s representative on the Williamson County Radio Communications System Board.
  • Coordinates strategic planning, organization, and performance evaluation of the City’s wireless radio communication systems.
  • Provides training, guidance, and performance support to team members and city radio liaisons.
  • Oversees the installation, configuration, maintenance, and security of wireless radio systems.
  • Monitors key performance indicators (KPIs) to ensure optimal system performance.
  • Identifies, analyzes, and resolves issues related to wireless radio performance, connectivity, and security.
  • Ensures all devices and systems remain compliant with current security policies.
  • Develops and maintains redundancy and contingency plans for radio system failures to ensure uninterrupted public safety and operational communications.
  • Manages ongoing projects with contracted vendors to ensure timely delivery of services and compliance with specifications.
  • Manages departmental quotes, orders, and invoices.
  • Facilitates project plans and new client implementations related to wireless radio systems.
  • Manages vendor and partner relationships involving wireless radio equipment, software, and services.
  • Reviews structural analysis reports and provides recommendations based on industry standards.
  • Supports the radio components and FCC licensing for the city programs and systems, including the Outdoor Warning Siren.
  • Manages the City’s NICE Recorder System and associated service contracts, ensuring full operational availability.
  • Ensures system operations and upgrades comply with Greater Austin/Travis Regional Radio System (GATRRS) guidelines and directives.
  • Collaborates with internal and external stakeholders to assure optimal operational performance.
  • Maintains compliance with FCC and FAA regulations and other applicable laws.
  • Serves as liaison to the County’s Wireless Radio Communication System (RCS) Advisory Board, GATRRS Advisory Board, and City first responder organizations.
  • Participates in meetings with local, state, and federal agencies to represent the City’s communication interests.
  • Develops, submits, and manages the annual Wireless Communications budget.
  • Prepares reports, documentation, and recommendations to management on wireless system performance and future needs.
  • Utilizes and manages systems such as Motorola ProVisioning Manager, Aviat ProVision, SITE Field Test, Aeroflex 8800, Anritsu Sitemaster, and other digital radio and antenna systems/software.
  • Remains current with emerging technologies, trends, and best practices in wireless radio communications.
  • Performs other related duties as assigned.
