About The Position

The WIOA Program Manager oversees the in-house WIOA Adult and Youth Programs at Lower Shore Workforce Alliance. The WIOA Program Manager ensures that current and future Adult and Youth Programming is designed and implemented in accordance with WIOA guidelines. The Adult and Youth Program Manager provides oversight and fiscal monitoring of the Adult and Youth Programs and the three local counties’ Summer Youth Employment Programs.

Requirements

  • Bachelors degree (BA) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations.
  • Ability to write reports, business correspondence and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

Responsibilities

  • Understand and follow all policies, regulations, and requirements for Adult and Youth programs under the Workforce Innovation and Opportunity Act (WIOA)
  • Participate in Adult and Youth program annual budget development; operates within the annual budget; understand allowable expenditures and disallowed costs
  • Actively participates in program development, design, and implementation to maximize use of available funding while meeting the needs of the community
  • Ensures that the Youth Program is implemented in ways that are responsive to participants, communities, and partners that also align with LSWA’s principles and values, the Workforce Development Board (WDB) strategic plan, and comply with federal guidelines.
  • Facilitate and attend the youth sub-committee of the Workforce Board, recruit members, and complete action items identified by the Youth Committee
  • Create and develop program policies, procedures, service, and referral forms for all aspects of in-house service delivery
  • Design and produce documentation for targeted audiences to propose, explain, and/or promote WIOA Adult and Youth programs
  • Monitor case managers’ entries in Maryland Workforce Exchange (MWE) to ensure that case notes are appropriately documented, up-to-date, and service codes are correct
  • Monitors all Outreach and Recruitment activities, enrollment data, completion of training, employment gained/maintained, and credentials earned by participants
  • Complete and submit program data and reports to the Executive Director, WDB, and MD Department of Labor (DOL)
  • Collaborate with LSWA’s Business Services Department, TCC Human Resources, TCC Finance, TCC Administration to meet community employment needs and obligatory financial and administration guidelines for the WIOA grant implementation
  • Facilitates Youth Committee meetings; assists with implementation of WDB strategic goals
  • Manage the day to day operation of the youth program
  • Make independent decisions based on regulations, budget, strategic plan, and compliance
  • Provide leadership, mentoring, training, and technical advice to a wide variety of stakeholders, inside and outside of LSWA
  • Creates and updates all program forms and training materials
  • Maintains organized and structured electronic records
  • Maintains and updates contact list for a variety of committees
  • American Jobs Center (AJC) reporting. The front desk staff tracks those that enter the AJC, what they're here for, and which agency they are visiting. We report that data to Maryland Labor which is required from our funding source WIOA> We also report that data in TCC and LSWA Board meetings.

  • Identify and reach out to appropriate educational entities and organizations that serve adults and youth to initiate possible partnerships; possible enrollment into the WIOA Program
  • Represent LSWA Adult and Youth programs at a variety of trainings, meetings, conferences, workshops, etc.
  • Conduct effective presentations to young adult populations at local high schools, career fairs, and community events
  • Identify and reach out to appropriate businesses, organization, and entities to recruit possible service vendors
  • Document outreach events conducted on a monthly basis
  • Collaborate with LSWA Career Coach Liaison for Maryland Blueprint for Education Work Experience Program
  • Create and implement a WEX program within the youth program by collaborating and consulting with TCC HR for application and onboarding procedures
  • Develop all needed WEX forms for the program
  • Develop and nurture partnerships with appropriate community organizations and businesses for work experience placement purposes
  • Meet face-to-face with participants to determine work readiness and referral to community businesses or agencies for WEX placement
  • Develop WEX agreement, which is a contract between the Participant, Youth Engagement Specialist, Onsite Supervisor at placement site, and the Youth Program Manager
  • Meet with onsite supervisor, participant, and the Youth Engagement Specialist to initially develop WEX agreement and then to review the terms of the agreement
  • Accompany participant and case manager to WEX site on participant’s first day of work
  • Record and monitor all WEX expenditures into cost allocation sheet
  • Report WEX expenditures monthly to MD DOL
  • State-Funded Summer Youth Connection Program
  • Request prep budgets from each of the counties in the spring of each year
  • Review and consolidate prep budgets
  • Create prep contracts for each county; secure appropriate signatures and send fully executed contract to each county
  • Request preliminary program year budgets from each county in late spring of each year
  • Review and consolidate program budgets
  • Develop yearly State-Funded Rural Maryland Prosperity investment Fund (RMPIF) and Summer Youth Connection proposal/request
  • Conduct at least one site visit per county during the SYEP; complete site visit observation form
  • Request mid-summer and end-of-summer reports for submittal of reports to Finance, Administration, and MD DOL
  • Review and submit each county’s Summer Youth Connection Program prep and program requisitions along with documentation to Finance for payment
  • Complete Rural Maryland Prosperity Investment Fund interim and end of year reports; submit to the Executive Director
  • Grant Management

  • Supervisory Responsibilities This position supervises Youth and Adult Program staff, WIOA Counselors and Intake Coordinator. This position is responsible for overall direction, coordination and evaluation of these departments/positions. Responsibilities include interviewing and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
