About The Position

Under general supervision, performs a variety of responsible analytical, technical, and professional activities in support of San Joaquin Regional Transit District (RTD) employee wellness, health promotion, engagement, and well-being initiatives agency-wide. Responsibilities include planning, developing, implementing, coordinating, and evaluating comprehensive wellness programs that promote physical, mental, emotional, financial, and occupational well-being. The incumbent collaborates with departments, health care providers, community organizations, and other internal and external stakeholders to develop and deliver programs that support a healthy, safe, and engaged workforce. Performs other Human Resources duties as required and assigned. An incumbent exercises considerable independent judgment, initiative, and professional discretion in developing, implementing, and evaluating agency-wide wellness programs and services. This position is expected to apply sound professional judgment in researching wellness trends, recommending innovative programs, analyzing workforce needs, and carrying complex assignments through completion while ensuring compliance with applicable laws, regulations, RTD policies, and industry best practices. This position develops and administers employee wellness strategies and programs that align with the RTD's strategic goals, organizational culture, and workforce needs. Responsibilities include assessing employee wellness needs; developing health promotion and employee engagement initiatives; coordinating wellness campaigns, educational programs, health screenings, and recognition activities; evaluating program effectiveness through performance metrics; and recommending continuous improvements. The incumbent actively researches emerging wellness practices, develops partnerships with community organizations and service providers, promotes employee participation, and implements initiatives designed to improve employee well-being, organizational effectiveness, employee engagement, retention, and overall workplace culture.

Requirements

  • Knowledge of principles, practices, and techniques of employee wellness, health promotion, employee engagement, organizational well-being, and workplace culture.
  • Knowledge of methods and techniques for designing, implementing, administering, and evaluating comprehensive employee wellness and engagement programs.
  • Knowledge of wellness program planning, needs assessment, performance measurement, data collection, analysis, and reporting methodologies.
  • Knowledge of health promotion strategies, behavior change principles, and evidence-based wellness practices.
  • Knowledge of applicable federal and state laws, regulations, and best practices related to employee wellness, workplace safety, privacy, and public sector employment.

  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and other business software applications used for data analysis, reporting, and presentations.
  • Knowledge of research methods, statistical analysis, and techniques for evaluating program effectiveness and return on investment.
  • Knowledge of policies, procedures, and organizational practices applicable to public agencies.
  • Knowledge of community resources, wellness vendors, healthcare providers, and external organizations that support employee health and well-being.
  • Ability to assess organizational wellness needs and develop comprehensive, cost-effective wellness and employee engagement programs that support District goals.
  • Ability to plan, coordinate, implement, and evaluate District-wide wellness initiatives, educational programs, health campaigns, and employee engagement activities.
  • Ability to analyze wellness metrics, participation data, employee feedback, and organizational trends to evaluate program effectiveness and recommend improvements.
  • Ability to develop and maintain effective working relationships with employees, managers, labor representatives, healthcare providers, community organizations, and wellness vendors.
  • Ability to research emerging trends and best practices in employee wellness, health promotion, organizational well-being, and workforce engagement.
  • Ability to interpret and apply District policies, procedures, collective bargaining agreements, and applicable local, state, and federal laws and regulations.
  • Ability to develop, administer, and monitor program budgets, contracts, and vendor agreements.
  • Ability to prepare clear, concise, and comprehensive reports, presentations, correspondence, policies, and recommendations.
  • Ability to communicate effectively, both orally and in writing, with individuals and groups at all organizational levels.

  • Ability to utilize computer systems, databases, spreadsheets, presentation software, and other technology to manage wellness programs, analyze data, and prepare reports.

Responsibilities

  • Develops, implements, coordinates, and evaluates comprehensive employee wellness programs that promote physical, mental, emotional, financial, and occupational well-being throughout RTD.
  • Develops and implements an annual RTD Wellness Plan that aligns with organizational goals, employee needs, safety initiatives, and available resources.
  • Conducts employee wellness assessments, analyzes workforce health trends, and recommends evidence-based wellness initiatives designed to improve employee health, engagement, productivity, and retention.
  • Coordinates annual wellness events including health fairs, benefits education programs, biometric screenings, flu vaccination clinics, financial wellness seminars, and related employee activities.
  • Works closely with the benefits specialist to coordinate agency-wide wellness campaigns, health screenings, vaccination clinics, fitness challenges, educational workshops, and employee recognition events.
  • Develop strategies to increase employee participation in wellness initiatives through effective communication, education, incentives, and outreach.
  • Collaborate with other Human Resources staff and department managers to integrate wellness initiatives into RTD operations.
  • Assists with the development and administration of employee mental health, stress management, resilience, and work-life balance programs.
  • Coordinates wellness resources and support services for employees returning from extended medical leave, workplace injuries, or other health-related absences, when appropriate.
  • Develops and maintains wellness program metrics; collects, analyzes, and reports participation rates, program outcomes, return on investment, and recommendations for continuous improvement.
  • Research emerging trends, best practices, and innovative wellness strategies and recommend new programs to improve employee health and organizational effectiveness.
  • Develops wellness communications including newsletters, intranet content, promotional materials, educational resources, and employee awareness campaigns.
  • Assist in developing wellness-related policies, procedures, and administrative guidelines consistent with applicable federal and state regulations and RTD policies.
  • Prepares annual wellness program budgets; monitors expenditures; evaluates vendor performance; and recommends cost-effective wellness solutions.
  • Establishes partnerships with local healthcare providers, nonprofit organizations, fitness facilities, educational institutions, and community organizations to expand employee wellness opportunities.
  • Serves on internal committees related to employee engagement, health and safety, benefits, diversity, equity and inclusion, and organizational culture.
  • Presents wellness reports, recommendations, and program updates to executive management and other stakeholder groups.
  • Maintains confidential employee wellness information in accordance with applicable privacy laws, including HIPAA, where applicable.
  • Assists in administering employee recognition and engagement initiatives that support organizational culture and employee well-being.
  • Evaluates program effectiveness through employee surveys, health risk assessments, participation data, and other performance measures and recommends continuous improvements.
  • Represents the RTD at professional meetings, conferences, community events, and regional wellness collaborations.
  • Performs other related duties as assigned.
