About The Position

This position reports to the chief communications officer and is located in Jefferson City. The individual in this position is responsible for the design, analysis, development, implementation, and maintenance of all MOSERS websites. This position is responsible for the user experience and ensures quality and accuracy consistent with organizational communication objectives.

Requirements

  • Bachelor's degree from an accredited four-year college in communications, web design, graphic design, journalism, computer science, or other closely related field. (Professional experience in the areas of communications, web design, or graphic design may be substituted on a year-for-year basis for the required education.)
  • At least five years of experience producing content and designing websites.
  • One year of experience with responsive design, content management systems, and ADA (Americans with Disabilities Act) compliance.
  • Must possess a strong understanding of HTML, CSS, Bootstrap, responsive web design, JavaScript (jQuery), Dreamweaver, Google Analytics, and tools associated with ADA compliance.
  • Excellent written, oral, and interpersonal communication skills.
  • Excellent project management skills and the ability to set and adhere to project timelines.
  • Ability to develop a working understanding of pension, life insurance, and LTD benefit plan provisions, translate complex technical information, and present it to members and other stakeholders in an easily understandable and customer-friendly manner.
  • In-depth knowledge of Section 508 and ADA compliance standards for websites and digital content.
  • Understanding of SEO, website analytics, and web governance best practices.
  • Proficiency in using and understanding tools like Google Analytics to track user behavior, monitor site health, and make data-driven improvements.
  • Ability to work under pressure and provide quality results in limited time frames.

Nice To Haves

  • Experience with ASP.NET, VB.NET. or ActionScript, preferred.

Responsibilities

  • Ensures web content is updated in an accurate and timely manner by regularly posting and unpublishing content upon request and in accordance with the MOSERS website retention schedule.
  • Designs, develops, tests, implements, and maintains the MOSERS websites.
  • Archives, edits, and performs comprehensive updates of all web pages and content.
  • Creates designs that translate effectively across multiple platforms, including print.
  • Ensures that sites are easy to navigate and meet ADA compliance (Section 508).
  • Writes efficient HTML, CSS, JavaScript, Bootstrap, responsive CSS, and other programming code to make various features on the website work, ensuring that sound, graphics, animations, and timing work as intended to make judicious use of server-side and client-side processing and data storage capacity. Converts documents to HTML.
  • Maintains the Website Plan to accurately track and forecast short and long-term projects and to help prioritize new website projects as they arise.
  • Administers the content management system, grants permissions, and trains staff.
  • Serves as the lead of the MOSERS website design and development work group to coordinate projects and monitor progress.
  • Serves as the primary coordinator for website operations and projects by collaborating with CMS vendors, IT staff, and internal stakeholders to support website enhancements, maintenance, troubleshooting, upgrades, backend development requests, and issue resolution.
  • Analyzes application and data problems, troubleshoots production issues with web projects, and identifies and documents problems and solutions.
  • Ensures website domains are properly registered and renewed.
  • Posts videos to website and online video distribution platforms.
  • Maintains regular and reliable attendance.
  • Performs other duties as needed or assigned.
