About The Position

Leads, manages, and directs the activities and staff of the Web Services section of the Information Services Division (ISD). This position oversees and coordinates the day-to-day operation and maintenance of the AOC web presence, including web applications and web content management, to ensure the availability and efficiency of the suite of Washington State Courts applications and web pages. Requirements

  • A Bachelor’s degree in Computer Science, Business Administration, Public Administration, OR closely allied field, AND: Five (5) years of increasingly responsible leadership experience in a complex information technology environment TO INCLUDE: Five (5) years of experience in web application and web content development and management, AND Five (5) years of direct experience effectively leading, supervising/managing, and directing a staff of information technology professionals.

Responsibilities

  • Responsible for hiring activities; guiding, mentoring, and motivating staff; performance management; coordinating and managing training; budget accountability; coordination and implementation of work assignments and project plans; interfacing between staff and management to identify and resolve issues; providing leadership and technical consultation for issues and concerns with the section’s operation.
  • Supervisory duties include onboarding, orientation, and training; setting and communicating job requirements, performance expectations and standards; managing performance; taking-action on leave requests; approving travel, training, purchases and equipment; resolving workplace conflicts; workforce planning; making recommendations to the ISD Director regarding hiring, discipline and termination actions; and acting as liaison to other AOC sections (e.g., Human Resources, Staff Services, Court Services Divison) for the unit.
  • Establishes and prioritizes section goals and ensures Web Services team works to efficiently and effectively meet the goals.
  • Provides technical consulting regarding complex technical systems.
  • Responsible for operational and business continuity within the Web Services unit.
  • Advises AOC executive management and appropriate appellate court management regarding IT related strategic planning.
  • Initiates procurement activities; and processes and tracks vendor invoices.
  • Develops biennial Legislative budget package requests to meet the operational and strategic needs of the Web Services section.
  • Reviews work product, designs, proposals and specifications prepared by solution architects/analysts for accuracy and completeness.
  • Sets goals and determines priorities for the section.
  • Works with staff and stakeholders to ensure objectives, goals, and project priorities are achieved.
  • Participates in long range planning efforts for the ISD.
  • Represents the agency in meetings with user committees, clients, and other government agencies.
  • Recognizes, tracks, researches, and informs management on project status and outstanding issues where project objectives or policy issues require resolution.
  • Confers with hardware and software vendors to obtain information, resolve problems, execute contracts, and arrange for demonstrations and evaluations to be conducted.
  • Coordinates and manages training of assigned staff.
  • Performs other duties as assigned.
